Commissioner Stamper made a motion to add a proclamation
recognizing May 2018 as Mental Health Awareness Month.
Commissioner Jackson seconded.
Motion passed 3-0.
Erik Martin left at 9:10 a.m.
The commissioners briefly discussed the PFD bond.
The commissioners discussed the June 21 CERB workshop. They said they would want to invite roughly
30 individuals and also allow for roughly 15 others to sign up. Among invitees: Dan Kay, WAVE,
CenturyLink, the mayors, Matt Matayoshi (and possibly another EDC representative), representative
from Onalaska, representative from Packwood, representative from Winlock Needs Internet (WNI).
The commissioners discussed setting a date for LTAC applications.
Commissioner Jackson discussed the possibility of having Jackson Mickelson perform at the fair. He said
it would be $5,000.
Commissioner Stamper and Commissioner Fund said they’d like to hold interviews for the Onalaska
Water-Sewer District 5 in two to two-and-a-half weeks after sending letters to area voters.
Eric Eisenberg joined at 9:27 a.m.
Eric discussed a contingency loan agreement for PFD. He discussed the possibility of a separate
construction agreement.
Eric said if the BOCC approves the feasibility study, the commissioners should then approve by
resolution the contract and include a copy of the feasibility study.
Eric suggested passing a resolution for the contingent loan agreement.
He said whichever is last – the feasibility study, the .09 contract or the construction contract – should
include references to all previous items as well. He discussed repayment of the .09 repayment.
At 9:48 a.m., Commissioner Fund announced that the meeting was being recessed until 11 a.m.

The meeting resumed at 11:04 a.m. with Commissioner Fund, Commissioner Jackson, Commissioner
Stamper, Eric Eisenberg and Erik Martin in attendance.
Erik Martin said he will do some research on WATV accidents. Commissioner Jackson said he’s like to
have Wayne Whiton weigh in on the proposed ordinance.
Erik said he’d like to apply for a state grant for signage. He said there would be roughly 130 route
identification signs to install.
The group said the hearing for the ATV ordinance is scheduled for June 4, 2018. Eric said the
commissioners could make a floor amendment to the effective date if they so desired.
Eric said Jonathan Meyer said the hold harmless provision has been stricken from the PFD agreement.
He said Jonathan will again review the document and add language regarding the .09 repayment.
Eric and Erik left at 11:28 a.m.
Commissioner Fund discussed the Behavioral Health Organization. She said Cascade didn’t open its ITA
right away.
Commissioner Jackson said he forwarded the Chamber’s email regarding membership to the PA’s Office.
The commissioners reviewed their calendars.
