Steve Walton discussed two upcoming vacancies, one of which is a position split between IT and
Facilities. Steve said he is requesting a full-time person for IT and a full-time person for Central Services
to replace Debbie. He said Katie, who is a 17, would be replaced with a 14.
Commissioner Fund, Commissioner Jackson and Commissioner Stamper agreed to the proposal to
increase the two half-time positions to full time.
Steve Wohld left at 3:06 p.m.
Other personnel updates:
• Aimee is still out.
• Lou is still out.
• Paul should return in early July.
Becky Butler joined at 3:08 p.m.
Doug said WSU’s move is expected to be complete by month’s end.
Commissioner Jackson left at 3:12 p.m.
The group briefly discussed the BOCC office remodel.
Doug said the RFQ respondents would be interviewed June 21.
Commissioner Stamper said he’d like to have CFP consider funding for the South County Airport. Becky
suggested having Wayne Whiton do a walk-through.
Steve said Martin Roy is working on the legal description and certified Assessor’s map for the fair
annexation. He said Clint Black will not perform at the fair.
Becky discussed 2019 budget planning. She said she needs all three commissioners present to further
discuss the budget.
Becky discussed factors that could affect the budget: timber dollars, Secure Rural Schools, Tacoma
Power, etc.
Negative impacts: Reduced shift; salary increases for COLA; jail medical; indigent defense; cybersecurity;
PDR management, claims and judgements.
Becky said public safety alone is seeing a $1 million increase. She discussed the possibility of a public
safety tax.
Commissioner Fund discussed applying for the coal transition grant.
Erik Martin said fuel use has increased the Sheriff’s Public Works rates. He said fixed costs and staffing
also affected rates. He said the Sheriff’s Office also is purchasing cars using fund balance. Erik said
switching to sedans instead of SUVs or pickups would save money.
Becky discussed the possible use of reserves.
Steps taken to reduce costs: Fiscal, creating more efficient work services, reduce transfer for senior
centers, reduced programs in Health, reduced WSU help and consolidated uses and services.
The group discussed the senior centers’ impact on the budget.
The group discussed the possibility of a 911 tax. Becky stressed the need for the commissioners’ support
and the user group’s support.
At 4:34 p.m., Commissioner Fund announced that the BOCC was recessing the meeting until 2:30 p.m.
