2018-07-17 Update with BudgetBudget Update

Becky Butler said the increase for the civil DPAs will increase the general fund by $11,000, Fund 110 by
$9,000 and Fund 505 by $4,000.
Becky said Sept. 14 is the deadline to opt in for the PILT lawsuit.
Becky said District Court is working on succession planning as it faces the retirements of several long-
term employees.
Becky said she is working on the 2019 budget. She said budget worksheets have been sent out. She said
she also has made a plea for volunteers for the budget committee. She said she would work with Eric
Eisenberg to draft a resolution for the budget committee.
Becky discussed having the commissioners adopt an organizational chart for the county.
The commissioners said the Budget Manager position would be a direct report to the County Manager.
Steve Walton noted that Becky is doing all of the work of a budget administrator but is only paid as a
manager.
The commissioners said they’d like Becky and Steve join Erik Martin during Budget updates. They said
they want to keep the regularly-scheduled meetings with Becky and to include Erik and Steve on those
meetings.
Becky said Sheriff Snaza will be asking for an additional $200,000 for NaphCare medical coverage. Becky
asked how frequently the BOCC would like to require contract reviews for medical coverage. She
suggested putting medical coverage out to bid.
Becky said Superior Court will be asking to tie the court commissioner’s pay to that of the judges. The
commissioners said they would not do so.
Becky suggested using the Salary Commission due to the RCW language that ties the court commissioner
position’s pay to other electeds’ salaries.
Becky said Steve Skinner has indicated Solid Waste doesn’t plan to pay the $6,000 for radio services. She
said she directed him to discuss it with Steve Mansfield and Erik Martin. She said the $6,000 would have
to be redistributed if that is the case.
Becky discussed timber payments.
Becky said the Senior Transition Board has sought an additional $100,000. She said the BOCC needs to
ask for documentation indicating the money is needed.
