2018-07-18 Directors UpdateDirectors’ Update July 18, 2018 9:05 a.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, Lee Napier, Erik Martin, Danette York, Steve Wohld, Becky Butler, Steve Walton, Wayne Whiton, Gary Fredricks, Tim Fife, Steve Mansfield, Daleyn Coleman Guest: Susan DeLaire Recorder: Rieva Lester Danette York discussed a Notice of Hearing for Ordinance 1289, which would amend portions of Chapter 6.05 and Section 2.25.130 of the Lewis County Code pertaining to Dangerous Animal Proceedings and Appeals. Erik Martin discussed the temporary closure of Shafer Road to all through traffic. He noted that Tim Fife will be the interim Public Works director. Tim Fife said a culvert failed and that the state said it must be replaced instead of repaired. Erik Martin discussed a resolution to authorize a contract between Cowlitz-Wahkiakum Council of Governments (CWCOG) and Lewis County for costs of transportation planning work performed. He said it help funds Mike Kroll’s position. Erik Martin discussed a resolution to approve Local Programs State Funding Agreement between Lewis County and Washington State Department of Transportation (WSDOT) for the Lewis County Wheeled ATV Roadway Signing Project. He said the county has secured a $35,000 grant for the signs. Wayne Whiton asked if there would be any public education outreach regarding the ATVs. Steve Wohld discussed using Discover Lewis County as a launch pad for information. Erik Martin discussed a resolution to approve the County Engineer to sign an agreement with Murraysmith Inc. for construction phase engineer’s services for the Vader-Enchanted Valley Water Reservoir construction project. Tim Fife discussed a resolution to approve a Local Agency Agreement and Federal Aid Project Prospectus between Lewis County and Washington State Department of Transportation (WSDOT) for the Centralia Alpha Road Improvements Project, County Road Project (CRP) 2084. He said the $100,000 grant will be used for preliminary engineering. Steve Mansfield discussed a resolution to reflect that the agreement with Washington State Military Department for FY 2017 State Homeland Security Grant Program funding is with the Department of Emergency Services, Communications Division. Commissioner Jackson made a motion to move two Notice items, two Consent items and five Deliberation items to the Monday, July 23, 2018, BOCC agenda. Commissioner Stamper seconded the motion. Motion passed 3-0. Roundtable Gary Fredricks said he is organizing a nine-week leadership academy beginning in October. Susan DeLaire left at 9:31 a.m. Steve Wohld said IT is pushing out new computers. Daleyn Coleman said she is attending a webinar on Janus later in the day. Wayne Whiton said he and Commissioner Jackson are attending the Risk Pool. Steve Mansfield said he is working on technology and attendance policies. Lee Napier said DNR has been considering raising the fire danger level to “high.” She said neighboring counties are considering restrictions on recreational fires. Lee said she will be interviewing candidates for the airport job. Tim Fife said the Coal Creek project is going well and may be complete a week early. Meeting ended at 9:50 a.m.
