2018-07-23 BOCC Wrap-UpBOCC Wrap-Up July 23, 2018 9:03 a.m. Present: Commissioner Fund, Commissioner Jackson, Danette York, Eric Eisenberg Guest: Alex Brown Recorder: Rieva Lester Eric Eisenberg discussed a Notice of Hearing for proposed Ordinance 1289. He said a provision has been added to make a fifth or subsequent civil animal violation within a 10-year period a misdemeanor instead of an infraction. Eric said he coordinated with the Health Department and the Sheriff’s Office. Danette York left at 9:13 a.m. Eric said the county won the Kraggen condemnation case. Eric said class counsel would take one-third of any potential PILT settlement. Commissioner Fund asked about the Open Public Meetings Act regarding blocked access to Facebook. Eric discussed open forums and the right to free speech. He discussed the need for an established set of uniform rules, such as no use of profanity, no attacks based on race, color, creed, etc. He said the county would want to have Steve Wohld weigh in if the county were to create such rules. Commissioner Fund said county employees are to be directed to HR if they have questions about the Janus ruling. Eric left at 9:24 a.m. The commissioners discussed their calendars.
