2018-08-07 WSAC Courthouse BriefingWSAC Courthouse Briefing August 7, 2018 1:12 p.m. Present: Commissioner Fund, Washington State Association of Counties (WSAC) President and Wahkiakum County Commissioner Blair Brady, Becky Butler, Lee Napier, WSAC Executive Director Eric Johnson, Erik Martin, Dianne Dorey, Danette York, Commissioner Stamper (1:30 p.m.), Commissioner Jackson (1:50 p.m.) Guests: Brian Green, David Dunham, Mara Machalsky Recorder: Rieva Lester Attendees introduced themselves. Washington State Association of Counties (WSAC) Executive Director Eric Johnson discussed strategic litigation and legislation. Commissioner Stamper joined at 1:30 p.m. Eric discussed state-mandated culvert replacements. He estimated it would cost counties $577 million a year to replace culverts by the state’s deadline. Eric discussed several other topics, including: • Unfunded mandates legislation • Working with prosecuting attorneys across the state to seek Attorney General opinions • Jail sentencing guidelines • Behavioral health issues • Constitutional provision of uniformity • Ballot drop box • Indigent defense • Causes of action Commissioner Jackson joined at 1:50 p.m. Eric discussed seeking attorneys’ fees, especially in regard to indigent defense. Dianne Dorey discussed the affect unfunded mandates have on all aspects of the county. Danette York left at 1:58 p.m. Eric said fish passage has been added to WSAC’s list of topics. Commissioner Jackson discussed the polling for the carbon tax. Blair Brady encouraged the commissioners to reconsider its NACO membership. Meeting ended at 2:30 p.m.
