2018-08-29 Meeting with the SheriffMeeting with the Sheriff’s Office August 29, 2018 10:00 a.m. Attendees: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Erik Martin, Danette York, Becky Butler, Sheriff Snaza, Undersheriff Rethwill Guests: Recorder: Rachel Hunt Sheriff Snaza discussed current staffing. He continued with the idea of a code enforcement officer assigned by Health to the Sheriff’s Office to handle animal calls. Commissioner Stamper asked for supervision clarification. It was determined Bill Teitzel would be the supervisor but the officer would be working in the Sheriff’s Office. Danette York added that the humane officer position would be different than animal control. Danette cited there are security concerns. Undersheriff Rethwill discussed that one of the position requirements would be reserve experience. Undersheriff Rethwill outlined current staffing levels citing this partnership would allow them to reduce their staffing level request. Sheriff Snaza discussed staffing shifts to move a sergeant into the office to oversee the administrative staff in the office who would also oversee the code enforcement officer along with Bill Teitzel. Commissioner Stamper asked about the possibility of having to replace another employee if they hire from within teamsters. Becky Butler asked what the salary would be for this position. Erik asked if the position would need to be scored first. Commissioner Stamper stepped out of the meeting at 10:34 a.m. and reentered at 10:36 a.m. Commissioner Jackson stepped out of the meeting at 10:36 a.m. and reentered at 10:40 a.m. Undersheriff Rethwill discussed how this new position would be similar to the program currently utilizing reserve deputies to do sex offender checks. The position would be a part of the 2019 budget. Danette York added that this new position would not alleviate the needs in environmental health. Becky Butler suggested a budget request change from the Sheriff’s Office and the Department of Health. Sheriff Snaza discussed medical staffing proposals in the jail. Sheriff Snaza mentioned the current contracts with other municipalities are up. The group discussed current practices with remanding and using jail resources for inmates with low level crimes. Commissioner Jackson left the meeting at 11:11 a.m. Commissioner Fund suggested a meeting between all of the parties to come up with an alternative. Erik left the meeting at 11:23 a.m. The group discussed current money coming from facilities for projects in the jail. Meeting ended at 11:30 a.m.
