2018-09-17 BOCC Wrap-UpBOCC Wrap-Up September 17, 2018 9:18 a.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Lara McRea Guests: Lindsey Pollock (2:55 p.m.), Dan Kay (2:56 p.m.) Recorder: Rieva Lester Commissioner Jackson made a motion to add the burn ban modifications to the day’s legislative agenda. Commissioner Stamper seconded. Motion passed 3-0. Commissioner Stamper said he doesn’t want a public comment period on the agenda for the Lodging Tax Advisory Committee (LTAC) review. The commissioners said they did not plan to attend the Washington Association of County Officials conference in October. Erik Martin said the PA’s office still needs the construction agreement regarding the Public Facilities District (PFD) bond. He said it would need to outline the projects and timeline. He said the PA’s office suggested having the PFD’s attorney draft the agreement. Erik said he would reach out to Arny Davis and Todd Chaput regarding what’s needed in the construction agreement. Commissioner Stamper said he needs to check in with Lee Napier regarding drafting a letter regarding Lemmie Rockford’s rock pit. Commissioner Stamper said Clark County has a noise ordinance that may be worth emulating. At 9:31 a.m., Commissioner Fund announced that the meeting would be recessed until 2:30 p.m. At 2:32 p.m., the meeting resumed with Commissioner Fund, Commissioner Jackson and County Manager Erik Martin in attendance with Rieva Lester serving as recorder. Commissioner Jackson said Timberland Library plans to shutter the Winlock and Randle libraries. He said he urged Winlock Mayor Don Bradshaw to reach out to the Lewis County Prosecuting Attorney’s Office and the Treasurer’s Office for help. He said he would discuss the possible Winlock closure further with Mayor Bradshaw the following day. Erik Martin cautioned that a noise ordinance would have impacts on businesses, the Sheriff’s Office, residents, etc. He said he would further research the subject. Erik said he is going to a conference the first week of October and may call in for select meetings on Oct. 2 and Oct. 4. Commissioner Fund said she plans to join an upcoming meeting in Washington, D.C. Lindsey Pollock joined at 2:55 p.m. Dan Kay joined at 2:56 p.m. The commissioners and Erik discussed their upcoming calendars. Commissioner Jackson noted that he would be out of the office Nov. 7-14. Meeting ended at 2:59 p.m.
