At 2:04 p.m., Commissioner Fund announced that the Board was going into Executive Session under
RCW 42.30.110(1)(i) for 25 minutes to discuss pending and potential litigation regarding Ruthanne
Gronke, Cortland/Green/Hupy, Lawson, the 725 B Vader forfeiture case, the North and South Prairie
roads, Rider and Hadaller.
Executive Session ended at 2:29 p.m.
The meeting resumed with Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County
Manager Erik Martin, Ross Petersen, Cullen Gatten, Eric Eisenberg, Becky Butler, Wayne Whiton,
Jonathan Meyer, Janelle Kambich and Sara Wibowo in attendance.
Ross Petersen said he is working on a draft response to Rich Curtis and residents of North and South
Prairie roads.
Jonathan Meyer requested approval to reclassify a position. The commissioners approved.
Jonathan said David Fine has requested a six-month leave of absence without pay and would like to
work under a contract, at an hourly rate, for two hours daily for a portion of the time. He said David also
would like to continue receiving health care coverage.
Becky Butler left at 2:48 p.m.
Ross said Prime Cut Construction blamed county personnel for damages to the Area 5 Shop. He said
repairs to the roof will take place through surety bonds and that the county is not to have contact with
Prime Cut.
Eric Eisenberg discussed progress on the Skookumchuck wind farm. He said Karen Witherspoon will
review the newly revised submission then meet with RES. He said the county will discuss timelines for
the rest of the process during an upcoming “benchmark” meeting.
Eric said Great Rivers Behavioral Health Organization (GRBHO) wants to sign an LLC agreement.
Erik Martin said he asked Arny Davis and Todd Chaput to draft a document outlining the scope, schedule
and budget for the PFD construction agreement.
Commissioner Jackson said the commissioners are considering a noise ordinance. Eric discussed the
difficulties surrounding enacting a noise ordinance.
Meeting ended at 3:05 p.m.
