Anderson, Steve Wohld, Steve Mansfield, Steve Walton, Gary Fredricks, Arny Davis, Casey Mauermann, Carrie Breen, Janelle Kambich, Marni Larson, Scott Tinney, Susie Parker, Hazel Dibble (8:22 a.m.) Guest: Linda Williams Recorder: Rieva Lester Commissioner Jackson made a motion to approve the July 2018 minutes. Steve Wohld seconded. Motion passed unanimously. Megan Sibbert said the county continues to work out the kinks with Munis and is on track for a Jan. 1 go-live date. Becky Butler said preliminary budget shows a use of funds of $3.5 million. She said there also are more than $1 million in requests. Hazel Dibble joined at 8:22 a.m. Erik Martin urged fiscal conservative work on department and office budgets. Commissioner Fund discussed unfunded mandates, including culvert replacements. Erik Martin said a tribal lawsuit led to a decision that governmental entities are responsible for replacing fish culverts. Commissioner Fund discussed jail medical costs. She said 81 percent of the budget goes to law and justice. Becky Butler noted that law and justice accounted for 75 percent of the budget just a few years ago but that salary and benefit increases have push that higher. Commissioner Fund discussed indigent defense. Scott Tinney noted that indigent defense costs that used to be recouped no longer will be recouped. Commissioner Fund said flooding also hammers the county coffers. The commissioners said the county has joined the opioid and PILT lawsuits. They discussed litigation WSAC is considering. Steve Wohld gave an update on cyberattacks. Steve said someone who suspects they’ve clicked on a virus should immediately unplug their Ethernet cable and call IT. He said he would like to set a deadline date for mandatory cybersecurity and email training. Steve said there are many county employees who do not need external email access. He said reducing the number of employees who use external email could mitigate risk. Steve suggested a cybersecurity training deadline date of four weeks after IT sends out a list of who has completed the training. Commissioner Fund invited the group to the Oct. 5 Legislative Roundtable. Arny Davis urged a discussion to prevent a property tax refund. Arny said the Treasurer’s Office is working through Munis to get financial reports out to school districts and other districts. Gary Fredricks encouraged participation in upcoming leadership classes. Arny Davis left at 9:06 a.m. Steve Manfield urged continuous cybersecurity training. He also urged a back-up plan in case telecommunications go down. Graham Gowing welcomed the group to a retirement party for Larry Mason. Tim Fife said chip-seal work has wrapped up. He said the previous night’s meeting about Borst Avenue was successful. Wayne Whiton said he is working to roll out an all-call feature. Becky Butler discussed the citizens budget group. Commissioner Fund left at 9:12 a.m. Erik Martin urged patience as the Auditor’s Office copes with the change to Munis and office shortages. Erik said interviews for the Public Works Director position will take place the following week. Meeting ended at 9:15 a.m.
