Anderson, Wayne Whiton, Steve Wohld, Becky Butler, Steve Walton, Lara McRea, Bill Wamsley, Tim Fife (9:14 a.m.) Recorder: Rieva Lester Rieva Lester discussed a proclamation recognizing October 7-13, 2018, as Public Power Week in honor of the PUD's contributions to Lewis County. Commissioner Fund discussed a proclamation acknowledging September 30-October 6, 2018 as Lewis County 4-H Week. Bill Wamsley discussed a Notice of Hearing for Ordinance 1295, which would levy a property assessment tax in 2018 for collection in 2019. Bill said 62 percent of Washington’s counties have weed assessments. The group discussed a resolution appointing Erik Martin as the County Manager. J.P. Anderson discussed a resolution approving an additional $50 in petty cash fund for the Lewis County Animal Shelter Division. Erik Martin discussed a resolution approving a consultant supplement over $40,000, in the amount of $105,000, for multiple Public Works projects involving archeological investigations. Tim Fife joined at 9:14 a.m. Tim Fife discussed a hearing for a resolution approving a franchise to Glenn and Kathleen Hedricks to replace/renew their existing franchise, to construct, operate and maintain water system facilities in Lewis County road rights of way. Commissioner Jackson made a motion to move two Presentations, one Notice, two Consent items, three Deliberation items and one Hearing to the Monday, Oct. 1, 2018, BOCC agenda. Commissioner Stamper seconded the motion. Motion passed 3-0. Roundtable Erik Martin said departments and offices will be responsible for routing their own contracts. He said the BOCC will post online all interlocal agreements (ILAs). He said staff will meet about what to do with originals. J.P. Anderson said scammers spoofed Health’s phone numbers. He discussed a new alert system Health is working on. Wayne Whiton said he would attend emergency action plan training the following week. Bill Wamsley and Steve Walton discussed recent break-ins, car prowls and gas card thefts. Steve Wohld said more than 30 computers were infected through a recent attack. Steve Wohld said anyone who has not taken cybersecurity training – and taken the test – will be suspended from email use effective Oct. 22 (four weeks from Sept. 24). Becky Butler said budget updates are being sent out. She thanked Bill Wamsley for his work on the weed assessment. She said the Munis payroll rollout may be delayed. She said Tyler is on site helping correct journal entries through the Treasurer’s Office. Rieva Lester reminded the group that the following week’s Directors’ Update will be on Tuesday instead of Wednesday. Commissioner Jackson left at 9:49 a.m. Commissioner Stamper discussed the Timberland Regional Library’s plan to close the Randle library. Commissioner Jackson returned at 9:49 a.m. The group continued to discuss the library closures. Meeting ended at 10 a.m.
