2018-09-27 Prelim Budget mtg -- Coroner2019 Preliminary Budget Meeting – Coroner September 27, 2018 9:02 a.m. Present: Commissioner Fund; Commissioner Jackson; Commissioner Stamper; County Manager Erik Martin (9:07 a.m.); Budget Services Manager Becky Butler; Central Services Director Steve Walton; Coroner Warren McLeod; and Citizens Budget Committee members Bill Marshall, Robert Berg and Judy Pectol Guests: Linda Williams, Dr. Lindsey Pollock Recorder: Rieva Lester Unfunded mandates discussed: Autopsies are only reimbursed at 40 percent (except for those involving children under the age of 3, which are funded at 100 percent); indigent cremations are not funded; Revenue: $38,000 Expenditures: $482,000 Request: Additional $26,277 for x-ray tech support, a pathologist, mortuary costs, glucose testing and genetic testing Full-time equivalent employees: 2 Warren McLeod said the two-day and four-day Dig Class bring in revenues totaling $12,600 with expenditures totaling $4,500. He asked for funding to continue providing the Dig Class. Warren said challenges include staffing and call loads, which fluctuate annually. Warren said the pathologist contracts will change for 2020. Warren said autopsies are only reimbursed at 40 percent (except for those involving children under the age of 3, which are funded at 100 percent). Warren said the RCW states the county is responsible for indigent cremations. He said 12 have been done so far in 2018, four are pending and two more are likely.
