2018-10-03 Prelim Budget mtg -- BOCC and Budget2019 Preliminary Budget Meeting – BOCC and Budget October 3, 2018 2 p.m. Present: Commissioner Fund; Commissioner Jackson; Commissioner Stamper; Budget Services Manager Becky Butler; Office Manager Lara McRea; and Citizens Budget Committee members Judy Pectol, Peggy Hammer, Bill Marshall, Tory Graf and Robert Berg Recorder: Rieva Lester Unfunded mandates discussed: SWCAA, LEOFF, BOE Revenue: $614,600 Expenditures: $814,486 Full-time equivalent employees: 7.25 Becky Butler said the rent payments for Solid Waste go to the BOCC. Becky said the BOCC oversees the following budgets: Other budgets submitted by the BOCC: • Air pollution: $23,933 • WSAC/WACO: $25,950 • Boundary Review Board: $4,107 • Board of Equalization: $11,651 • Disability Board: $1,600 • Tourism Promotion: $417,850 • Distressed Counties .09: $1,300,000 Commissioner Jackson discussed the county’s payments to Southwest Clean Air Agency (SWCAA). He discussed the pay increases SWCAA recently approved for its staff while facing potential funding cuts. Becky clarified that the commissioners made $82,000 annually, a figure that often is misrepresented in the media. Becky said the last time the electeds received a pay adjustment was 2014. Becky said the County Manager budget is separate from the BOCC budget. She noted that Budget used to fall under Central Services but now falls under the County Manager. Becky said the plan is to create a cost allocation so all departments will pay a portion of the salary. She noted that all departments now report to the County Manager. Commissioner Fund discussed the Blue Ribbon Task Force’s role in prompting the county to create the County Manager position. Becky and the commissioners reviewed the following: Washington State Association of Counties / Washington association county officials (WACO) membership dues: $25,950. Boundary Review Board: $4,107. Board of Equalization mileage, meeting attendance, travel and training: $11,651. Disability Board travel and training: $1,600. Tourism Promotion (lodging taxes): $417,850. Distressed Counties .09: $1,300,000 Commissioner Jackson and Lara McRea left at 2:42 p.m. Commissioner Jackson returned at 2:45 p.m. Robert Berg left at 2:48 p.m. The group continued discussing the Lodging Tax allocations. Becky reviewed the work the EDC and Lewis County perform regarding .09 (Distressed Counties) funding. Becky said the county contracts the administration of the grant process to the EDC and the county processes the reimbursements. Commissioner Fund left at 3:09 p.m. Meeting ended at 3:12 p.m.
