Archie Smith discussed HR’s work on labor relations. He said the county has 13 bargaining units, three of
which are interest arbitration groups. He and Daleyn Coleman said HR works on employment
investigations, recruitments, labor laws, training, etc. Archie discussed struggles regarding recruitment
and retention. He also discussed the use of outside help to determine pay scales for various job
classifications.
The group discussed the county’s move from WCIF to PEBB for insurance coverage, which was done as a
cost-saving measure.
