2018-10-03 Prelim Budget mtg -- Juvenile2019 Preliminary Budget Meeting – Juvenile October 3, 2018 4 p.m. Present: Commissioner Fund; Commissioner Jackson; Commissioner Stamper; County Manager Erik Martin; Budget Services Manager Becky Butler; Central Services Director Steve Walton; Juvenile Court Administrator Shad Hail; Juvenile Probation Manager Rickie Anders; Juvenile Office Manager Susan Wickert; Juvenile Detention Manager Chuck West; and Citizens Budget Committee members Judy Pectol, Peggy Hammer, Bill Marshall and Tory Graf Recorder: Rieva Lester Unfunded mandates discussed: None specifically discussed Revenue: $628,044 Expenditures: $3,389,600 Request: Additional $104,000 for an additional civil probation officer, reclassification of some staff and coverage for overtime for training Shad Hail thanked the board for the $22,000 the BOCC allotted the previous year, with which Juvenile built a medical program. He said the new medical program caught a case of tuberculosis as well as a case of appendicitis. Shad said Juvenile is requesting $85,000 for a civil probation officer, $15,000 to reclassify two detention officers as supervisors and $4,000 to pay for a quarterly staff meeting. Shad noted that workloads have increased significantly. He said the number of sex offenders has skyrocketed 222 percent since 2016, offender filings have increased 27 percent since 2016 numbers, the number of youth on community supervision has increased 34 percent since 2016 and the number of dependency filings has more than doubled since 2016. Shad said the number of children who need a Guardian Ad Litem has increased exponentially. He discussed Juvenile’s role in recruiting, training and retaining guardian ad litems. Rickie Anders discussed a correlation between the death of a Vader toddler and the increase in the number of CPS calls locally in the aftermath. She also discussed a correlation between the number of families being priced out of the Seattle area and the number of teens bringing gang exposure to the area. Shad discussed the need for structure and consistency for not just the employees but also the kids in Juvenile. Commissioner Stamper left at 4:31 p.m. Shad said he is requesting funding to allow for quarterly training. Commissioner Stamper returned at 4:38 p.m. Rickie Anders and Susan Wickert discussed the recruitment and vetting process for guardian ad litem volunteers. Peggy Hammer left at 4:43 p.m. Becky noted that Capital Facilities has identified Juvenile and 911 as the county’s priorities. Meeting adjourned at 4:52 p.m.
