Scott Tinney reviewed the Clerk’s role in dispute resolution.
Scott discussed new legislation that was passed in July and means a person who has been deemed
indigent will always be considered indigent and that fines and fees cannot be assigned. He said the new
rules also mean interest cannot be collected on outstanding legal financial obligations. He said
restitution interest, which would go to the victim, also can no longer be collected.
