Budget: The group briefly recapped the prior week’s budget
meetings.
Commissioner Fund joined 12:09 p.m.
Skookumchuck: Erik Martin said another round of comments
regarding the wind project went out Oct. 5.
Erik said RES Americas expects to submit its latest version of
the draft EIS on Oct. 9. He said the EIS will have a 21-day
comment period.
PFD: Erik said the PFD’s attorney has submitted a preliminary construction agreement.
Community Development: Erik said it was unclear whether Community Development is looking for an
additional FTE or just reclassifying a position.
Erik discussed work on dashed addresses and the plan to hire a retiring staff member as a casual
employee to work on the project. Erik discussed the need to spread the word about dashed addresses
before the county undertakes the project.
Public Works: Erik said Josh Metcalf will start as the new Public Works director on Oct. 15. Erik said Tim
Fife is drafting a response regarding Bunker Creek Road.
Commissioner Jackson left at 12:28 p.m. and returned at 12:31 p.m.
Commissioner Stamper said Jake brakes are a nuisance at Hampton on Highway 12. Erik said there is a
state law addressing Jake brakes. Erik suggested urging the constituent can call the state patrol to lodge
a complaint. Commissioner Stamper said he’d like to have the county send a letter to the state patrol.

The group discussed possibly extending ATV use to 35 mph roads on the west side of the county. Erik
said he would research the topic.
IT: Erik said cyberattacks continue to plague the county. He said cybersecurity training is to be
completed by the end of the month.
Risk: No updates.
Facilities: CFP will meet with the architect Oct. 10.
Health / code enforcement: Erik said owners of the Golden Eagle blueberry farm in Toledo plan to
address the farm’s grading issues. He said officials visited Rick Riley’s Pleasant Valley Road property
along East Creek the previous week.
Commissioner Jackson left at 12:55 pm.
Erik said a property owner on Dorning Road in Winlock is being investigated or animal cruelty and a
property owner on Ciannigan Hill Road in Mossyrock is being investigated for serving meals from an
unpermitted structure with an unpermitted septic.
911: Erik said he and Jill Anderson met recently and will meet again soon to discuss recruitment for the
911 manager position.
Strategic planning: Erik said he’d like to start focusing on strategic planning as the budget process winds
down.
