Shannon Matthews said the inmate population was running at around 180 when NaphCare started.
Shannon said Lewis County has seen an increase in the occurrence of opioids, detox, etc. She noted that
staffing in Lewis County is low and that Lewis County has the smallest jail Naphcare deals with.
Commissioner Fund left at 3:44 p.m.
Shannon said nurse burnout has been a factor, too.
Chief Sweet said the day could be used as an example: the jail has one registered nurse for 246 inmates.
Chief Sweet said the bare-minimum ask would be for one additional registered nurse. He said the
desired outcome would be approval to hire an additional registered nurse as well as one medical
assistant.

Shannon said the acuity has changed since NaphCare first reviewed Lewis County. She said it’s a
combination of two things: an increase in the percentage of patients per day that require care and a lack
of hard numbers when NaphCare first gave its estimate.

Sheriff Snaza said he would reach out to the user groups again if the county increases staffing.

The group discussed outside contracts as well as the use of jail nursing staff for blood draws, etc.
