Held: a proclamation recognizing November 2018 as Family Caregivers Month. Commissioner Fund discussed a proclamation recognizing Nov. 11, 2018, as Veterans Day. Josh Metcalf discussed a Notice of Public Hearing for the proposed 2019 Annual Construction Program (ACP) and Six-Year Transportation Improvement Program (TIP) for the years 2019-2024. The group discussed an annual contract with mortuaries for decedent removals. Becky Butler said she would reach out to the coroner regarding RFPs. Lee Napier discussed a resolution establishing the Program for Public Information (PPI). Josh Metcalf discussed a resolution providing for the issuance and sale of a $279,000 principle amount water revenue bond to pay a portion of the costs of the Vader-Enchanted Valley reservoir construction project. Josh Metcalf discussed a hearing to approve a franchise to McDaniel Telephone Company d/b/a TDS Telecom, to construct, operate and maintain telecommunications facilities in Lewis County rights of way. Commissioner Jackson made a motion to move one Presentation item, one Notice item, two Consent items, three Deliberation items and one Hearing to the Monday, Nov. 5, 2018, BOCC agenda. Commissioner Stamper seconded the motion. Motion passed 3-0. Erik Martin joined at 9:19 a.m. Roundtable J.P. Anderson said Naloxone has saved seven locals from overdoses. He discussed a new grant that has been awarded and that will provide funding for a school employee and county employee. Wayne Whiton discussed the previous day’s all-call emergency training. Steve Wohld discussed election system testing. He also discussed they will be adding river gauges to their website. Becky Butler thanked Risk for the updates in safety. She also added she will be sending out budget worksheets this week and will be due back on November 9th. The budget meeting will be changed from November 15th to the 19th. Steve Walton discussed the open house for the severe weather shelter the previous night. Archie Smith discussed needing signatures from the Commissioners for insurance packets. He also talked about FMLA and ADA claims. Commissioner Jackson mentioned he will be out of the office for a week in November. Commissioner Fund announced there will not be BOCC legislative meetings on 12/24 or 12/31. Erik Martin thanked the group for sending agendas in advance of meetings with him. Gary Hendricks discussed the Master Gardener position will be interviewed for this week. Meeting ended at 10:58 p.m.
