2018-11-05 Minutes CoMgrUpdate County Manager/Director Update-PHSS Notes November 5, 2018 Start Time: 2:00 pm End Time: 3:30 pm Present: Commissioner Edna Fund Commissioner Gary Stamper Erik Martin Bill Teitzel Danette York JP Anderson Eric Eisenberg Lindsay Pollock Recorder: Sandi Andrus GOOD OF THE ORDER • Great Rivers Behavioral Health Organization (GRBHO) Update Discussion: A discussion was held regarding GRBHO planning to become an LLC with information provided by Danette and Eric Eisenberg. Both agree GRBHO should become an LLC. However, there are concerns with some of the language in the draft agreement. Decision: Commissioner Fund will find out what colleagues in other counties are doing and if they plan to approve the LLC agreement as written. Eric will ask Cowlitz County’s Prosecuting Attorney’s Office what their commissioners want to do and if they plan to approve the LLC agreement as written. The BOCC will discuss this further and make a final decision during the PAO update tomorrow. Bill is disappointed in their effort. o #2 – Riley, Rick – 130-37 Pleasant Valley Rd., Mineral o #3 – Davis, William (deceased) – 0 Centralia Alpha Rd., Onalaska – o #4 – Event Venue Cases – County wide o #5 – Kiser, Wayne – 152 Smokey Ridge Rd., Onalaska – o #6 – Winlock Fiber – 690 Tennessee Rd., Winlock – The BOCC may receive a call from Lovejoy Schell regarding the nearby lumber mill removing a required noise abatement berm. o #7 – Skycorp/Centralia College, Centralia - o #8 – Hadaller, Jacob – 238 Birley Rd., Mossyrock – o #9 – Abandoned property request from mortgage companies – o #10 – BNSF – Stan Headwall Park, Chehalis – Other items discussed: o Commissioner Stamper requested an update of Jungle Jim/Centralia-Alpha Rd – this is an abandoned mobile home being threatened by river bank erosion. There is no transfer of ownership. RP states his nephew owns the property but still shows deceased owner. Smokey had an appointment to meet with the nephew but he did not show. He does not want the mobile home to fall into the river and has removed some of the skirting. He called Bill and apologized for his attitude with Smokey the other day. o Commissioner Fund’s husband received a call from Mr. Berg requesting she call him. JP has spoken to him and stated he needs to work with other agencies but will not. NEW DISCUSSION ITEMS • Animal Shelter Update Discussion: Amber Ferrano called Danette again about the Animal Shelter and mentioned the water. Danette explained the Shelter will euthanize feral cats if there is not a place to take them or the staff cannot socialize them. The Shelter is not a “no kill” shelter. Amber told Danette she called looking for three cats she considered as hers. The staff stated they had the cats. Hearing this, Amber felt they were then safe and had a nice home. Danette will talk to the staff about this and a possible miscommunication. Commissioner Jackson arrived at 3:25. Danette spoke with Amber and Nancy today in her office. Both women went through the volunteer training and plan to help at the Animal Shelter as volunteers. Decision: Danette will look into the water situation. • Commissioner Stamper asked about the dog that recently died at the Shelter. The veterinarian did a necropsy and we are waiting for the report to be sent to us. The other mastiff went home and was registered as a dangerous animal. Both these mastiffs were declared dangerous.
