2018-11-05 Update with EDCUpdate with EDC November 5, 2018 1:19 p.m. Present: Commissioner Fund, Commissioner Stamper, County Manager Erik Martin, DPA Cullen Gatten, Matt Matayoshi, Commissioner Jackson (1:22 p.m.) Guests: Dr. Lindsey Pollock, Susan DeLaire Recorder: Rieva Lester Matt Matayoshi said the PFD has submitted an application seeking $500,000 in .09 (Distressed Counties) funding. He noted that there would be no direct job creation from the parking lot project and that the PFD still has an outstanding balance on a previous .09 agreement. DPA Cullen Gatten said he would review recommendations from the Attorney General’s Office and the State Auditor’s Office. Commissioner Jackson joined at 1:22 p.m. Cullen left at 1:24 p.m. Matt said the PFD still owes more than $300,000 on its previous loan. He noted that the PFD in 2013 said it would create 25 jobs within five years but that those jobs did not materialize. The group noted that the proposed project would not create or retain jobs. Erik Martin said the construction agreement with the PFD indicates the group will give quarterly updates in the future. Erik said Winlock Mayor Don Bradshaw has asked to review its scope of work for the Benaroya project. Matt said he would add it to the agenda for the .09 committee’s upcoming meeting. Matt said he plans to meet Friday with Gibbs & Olson regarding Packwood and the flood plain. He said he will soon begin monthly “Shark Tank-type” meetings. Matt said telecom groups have said they don’t want to work on infrastructure unless there is grant funding available. He said he would reach out to the Mossyrock hospital regarding improved service on the east end. Commissioner Jackson left at 1:45 p.m. Commissioner Stamper discussed the East Lewis County Public Development Authority (PDA). Matt noted that the Cardinal rail spur was established through the PDA and that Cardinal may be interested in purchasing it. The group discussed having an appraisal done on the rail spur. Matt said a biotech firm plans a site visit soon. Meeting ended at 1:55 p.m.
