2018-11-06 PA UpdatePA Update November 6, 2018 2:01 p.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Jonathan Meyer, Eric Eisenberg, Janelle Kambich, Cullen Gatten, Danette York Recorder: Rieva Lester Jonathan Meyer said the PA’s Office has hired a DPA. Jonathan briefly discussed a PAF he submitted for Paul Masiello, who has been with the county five years. Jonathan said the increase can be absorbed in his 2018 and likely 2019 budgets. Commissioner Stamper made a motion to approve a PAF for Paul Masiello. Commissioner Jackson seconded. Motion passed 3-0. Eric Eisenberg discussed the OPMA. He suggested listing on the agenda that the board may go into executive session. Eric said it is best to list the specific topic to be addressed. Eric suggested giving County Manager Erik Martin’s authorization to act in emergency situations and to define those duties via resolution. Commissioner Jackson left at 2:28 p.m. Eric suggested agreeing to the Behavioral Health Organization (BHO) interlocal if it defines the purposes as the following: • Act as a BHO • Act as a Behavioral Health Administrative Services Organization (BHASO) • Participate accountable communities of health • Participate in interlocal leadership structures • Do whatever’s necessary to implement the other purposes Commissioner Stamper made a motion to agree to the BHO interlocal if it defines the purposes as follows: • Act as a BHO • Act as a BHASO • Participate accountable communities of health • Participate in interlocal leadership structures • Do whatever’s necessary to implement the other purposes Commissioner Jackson returned at 2:33 p.m. Commissioner Jackson seconded the motion. Motion passed 3-0. Danette York left at 2:37 p.m. The PA’s Office gave the following updates: • Eric said letters are going out to airport lessees to break the leases by the year’s end. He said they will be replaced by month-to-month leases. • Eric said Prime Cut’s surety holder has indicated it will deny the county’s claim that it should pay regarding the Public Works shop repair. • Eric said RCWs prohibit the use of public facilities for political purposes and the county could wade into troubles regarding first amendment rights. He suggested creating a blanket policy that the county won’t rent out its courthouse facilities for political purposes. Eric said Civil would work with Doug Carey to draft a policy. • Jonathan said the Risk Pool has lost another long-term employee. He said he would meet with Derek at the end of the month. At 2:58 p.m., Commissioner Fund announced that the Board was going into Executive Session under RCW 42.30.110(1)(i) for 20 minutes to discuss pending and potential litigation. Executive Session ended at 3:18 p.m. Commissioner Stamper made a motion to offer Hampton Lumber what we previously offered, but no less. Commissioner Jackson seconded. Motion passed 3-0. Commissioner Jackson made a motion to offer a settlement of attorney’s fees totaling $11,000 regarding case number 17-2-5239-34. Commissioner Stamper seconded. Motion passed 3-0. Commissioner Jackson made a motion to offer a judgement of $10,000 in the most recent Brian Green case. Commissioner Stamper seconded. Motion passed 3-0. Meeting ended at 3:25 p.m.
