Business Meeting minutes
November 4,2019
Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund

Commissioner Jackson called the meeting to order at 10:01 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
NOTICE ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-313 through 19-222. Commissioner
Fund seconded.
Resolution 19-313: Notice of public hearing for Ordinance 1310,which would amend Ordinance 1239
relating to Emergency Management. The hearing will take place at or after 10 a.m. Dec. 2,2019, in the
Commissioners' Hearing Room.
Andy Caldwell, Emergency Planner,spoke to the resolution. He said the hearing is scheduled to take
place Dec. 2.
Resolution 19-314: Notice of public hearing for the proposed 2020 Annual Construction Program (ACP)
and Six-Year Transportation Improvement Program (TIP) for the years 2020-2025. The hearing will
take place at or after 10 a.m. Nov. 18, 2019, in the Commissioners' Hearing Room.
Josh Metcalf, Director of Public Works, spoke to the resolution. He said the hearing would take place
Nov. 18. He said the hearing, which will be held in accordance with RCW 36.81.121,outlines and
prioritizes projects and maintenance plans.
Resolution 19-315: Request for proposals (RFP)to perform groundwater-monitoring services at
County Road Central Shop and Mossyrock Police Station. Proposals are due to Lewis County Public
Works by 1 p.m. Dec. 3, 2019.

Josh Metcalf, Director of Public Works,spoke to the resolution. He said the county is requesting
proposals for work to monitor contaminated soils at the Central Shop and the Mossyrock Police Station.
Resolution 19-316:Call for bids for three (3)truck-mounted hopper(sander) spreaders for the Public
Works Road Maintenance division. Bids are due to the Clerk of the Board by 11 a.m. Nov. 26, 2019.
Tim Murphy, Fleet Services Manager, spoke to the resolution. He said the county needs smaller sanders
than it has used in the past to get into smaller areas.
Resolution 19-317:Call for bids for three (3)truck-mounted snowplows for the Public Works Road
Maintenance division. Bids are due to the Clerk of the Board by 11 a.m. Nov. 26, 2019.
Tim Murphy, Fleet Services Manager, spoke to the resolution. He said FEMA funding is available.
Resolution 19-318: Approve a call for bids for one (1)vac truck for the Public Works Road
Maintenance division. Bids are due to the Clerk of the Board by 11 a.m. Nov. 26, 2019.

Resolution 19-319: Establishment of Gross Tonnage Limits on Davison Bridge No. 1 Lewis County,
Washington.
Josh Metcalf, Director of Public Works,spoke to the resolution. He said the bridge load rating is being
changed in response to recent inspections. Josh noted that the bridge is on the county's radar for future
improvements.
Resolution 19-320: Notice of public hearing for Ordinance 1307, which would amend the Lewis County
Comprehensive Plan. The hearing will take place at or after 10 a.m. Nov. 25, 2019, in the
Commissioners' Hearing Room.
Lee Napier, Director of Community Development, spoke to the resolution. She said the Comp Plan
amendment would transfer property outside the Centralia UGA.
Resolution 19-321: Notice of public hearing for Ordinance 1311, which would add Chapter 1.23 to the
County Code, creating enforcement for public disturbance caused by excessive noise.The hearing will
take place at or after 10 a.m. Dec. 9, 2019, in the Commissioners' Hearing Room.
Cullen Gatten, Deputy Prosecuting Attorney, spoke to the resolution.

Resolution 19-322: Lewis County preliminary budget for 2020 and notice of public meeting thereon.
The informational budget meeting will be held at 5:30 p.m. Nov. 14 in the Courthouse Training Room
#003 in the basement of the Historic Courthouse.
County Manager Erik Martin spoke to the resolution. He said budget reports are available in the Budget
office and online. He also noted that the informational meeting will take place in the Courthouse
Training Room 003 at 5:30 p.m. Nov. 14.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Fund made a motion to approve Resolution 19-323. Commissioner Stamper seconded.
Resolution 19-323: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 820,957-
821,121 were issued the week of Oct. 25-31, 2019, are were approved for payments against the county
totaling$1,615,094.42. She said payroll/tax deposit warrants numbered 795,719 and Automatic
Deposits 3746-4329 also were approved for payments totaling$1,587,716.03.Suzette noted a skip in
sequence for warrants 820,934-820,956, which were issued on behalf of Special Purpose Districts.
Motion passed 3-0.
Commissioner Fund made a motion to approve minutes from the October 28,2019. Commissioner
Stamper seconded.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-324 through 19-326. Commissioner
Fund seconded.
Resolution 19-324: Designate Lewis County a Purple Heart County and, in doing so, honor all those
who have sacrificed for their country.
JP Anderson, Director of Public Health and Social Services, spoke to the resolution.JP Anderson
thanked Mary Astrid of the Patriots Riders and Lewis County Veterans Specialist Heidi Palmer for their

work on the resolution. He thanked representatives from Rep. Jim Walsh and Rep.Jaime Herrera
Beutler's office for attending the event. He also invited the audience to join him for cake and
refreshments after the meeting.
Heidi Palmer read the resolution into the record.
Jim Sims, past National Commander for the Military Order of the Purple Heart,thanked the
commissioners for honoring Purple Heart recipients, especially those who are from Lewis County.
Cole Musgrove from Rep. Herrera Beutler's office read a letter thanking the commissioners for honoring
Purple Heart recipients and thanking all veterans and Purple Heart recipients.
JP said an anonymous donor American Legion No. 22 has volunteers to pay for signs designating the
county as a Purple Heart County.
The commissioners honored Lewis County employees who are veterans or active-duty service members
as well as audience members who have service. They also honored Mary Astrid,the driving force behind
the Purple Heart County movement.
Resolution 19-325: Calling for a special election annexing the City of Morton's fire and emergency
services to Lewis County Fire District#4 pursuant to Chapter 52.04 RCW.
Commissioner Fund spoke to the resolution. She said the county has been asked to call for a special
election to annex the city of Morton's fire and emergency services to Lewis County District 4. Morton
Mayor Dan Mortensen discussed the history of events that led to the request.
Resolution 19-326: Accept an interlocal agreement between the Lewis County Sheriffs Office and the
Washington State Department of Corrections for the use of Jail facilities.
Lewis County Chief Chris Sweet spoke to the resolution. He said the resolution is an amendment to a
contract that would increase bed rates by 5 percent.
Motion passed 3-0.
HEARING
Ordinance No. 1308, which would renew the moratorium upon certain building permits within the
boundaries of Water-Sewer District#5.
Commissioner Jackson introduced the hearing.
Lee Napier, Director of Community Development,gave the staff report. She noted the original
moratorium certain building permits within the boundaries of Water-Sewer District#5 was enacted

Aug. 6, 2018. She said the moratorium was extended Jan. 28, 2019, and again June 3, 2019. She said
Ordinance 1308 would extend the moratorium effective Dec. 3, 2019, and that it would remain in effect
for six months thereafter, until June 3, 2020.
Commissioner Jackson asked if there were any questions.There were none.
Commissioner Jackson then closed the question-and-answer portion of the hearing.
Lee Napier asked that her previous comments be adopted into the record.
Commissioner Jackson asked if anyone wanted to speak for or against the resolution.
No one chose to speak.
Commissioner Jackson closed the hearing.
Commissioner Fund made a motion to approve Ordinance 1308. Commissioner Stamper seconded.
Motion passed 3-0.
ANNOUNCEMENTS
Commissioner Fund thanked those who participated in the Legislative Roundtable. She also thanked the
group for work done regarding Gov. Inslee's visit on Oct. 31.
Commissioner Stamper discussed a fundraiser held the previous week for construction equipment
simulators.
Commissioner Fund discussed an event to honor Rosie the Riveters.
Ron Averill of Centralia invited the audience to Veterans Day events planned for Nov. 11.
Peter Lahmann discussed an Armistice Day movie event planned for later in the day. He also invited the
audience to other events planned.
Commissioner Fund invited the public to upcoming events.
Commissioner Jackson discussed Gov.Jay Inslee's Oct. 31 visit to Lewis County, noting that
Commissioner Fund attended the first meeting with the governor while he attended the second
meeting.
PRESS CONFERENCE
No questions from the press.
Commissioner Stamper invited the audience to the Police Officers Recognition event planned for Nov. 8
in Winlock.
