LEWIS COUNTY, WASHINGTON
IN THE MATTER OF: RESOLUTION NO. 19-338
LISTING OF BIDS AND CONTRACTOR SELECTED FOR
THE LEWIS COUNTY 2020 ROCK PROPOSAL
WHEREAS, pursuant to Resolution 19-307 a Call for Bids was issued October 28, 2019
for the 2020 Rock Proposal; and
WHEREAS, bid quotations have been submitted by the following contractors:

Good Crushing, Inc.
Sterling Breen Crushing, Inc.
Green Dreams International, LLC
WHEREAS, Lewis County personnel evaluated the bids including haul costs to
determine the most advantageous bid to Lewis County; and
WHEREAS, Good Crushing, Inc. provided the lowest responsive bid for Item Nos. 1, 3,
and 4 for a total of $264,481.91 including sales tax for the 2020 Rock Proposal in Lewis
County.
NOW THEREFORE BE IT RESOLVED that the contract for items 1, 3, and 4 for the
2020 Rock Proposal in Lewis County shall be awarded to Good Crushing, Inc. in the
amount of $264,481.91 upon the execution of a contract acceptable to the Board of
County Commissioners. Upon presentation of such contracts, the Director of Public
Works is authorized to sign on behalf of the Board of County Commissioners.

Description:
This contract provides for the material production of crushed screenings and crushed surface top
course for Lewis County's maintenance and 3R program. This program is listed on Lewis County's
previously adopted 2019-2024 Six Year Transportation Improvement Program. This material
purchase will allow Lewis County crews to complete the planned maintenance and 3R program
work on various county roads.
Rock material will be purchased under Fund 506 (Pits & Quarries) and will be charged to the
appropriate County Road Project Number, Special Maintenance Number, or Reimbursable Work
Number as needed for the various construction/maintenance activity.
A Call for Bids was made on October 28, 2019. The project was advertised in The Chronicle
October 29 and November 15, 2019 and The Daily Journal of Commerce, Seattle October 30, 2019.
The project was also listed on Lewis County's website. The award is divided by item numbers in 3
different categories. Good Crushing, Inc. provided the most advantageous bid of S264,481.91
including sales tax.
Resolution approval will award Item Nos. 1, 3, and 4 to Good Crushing, Inc. for a total of
$264,481.91 including sales tax upon presentation of a contract acceptable to Lewis County, for
the 2020 Rock Proposal and authorizes the Director of Public Works to sign the same. This award is
recommended based on the Engineer's analysis of the price per ton of the product from the
bidders together with the cost for Lewis County to haul the product from the individual pit site to
each stockpile site. The most advantageous cost to the County was selected for recommendation
to award.
