Becky Butler discussed notice of public hearings to take public comment on the Lewis County Budget and to set property taxes for 2019. The public hearings will take place at or after 10 a.m. Monday, Dec. 3, in the Commissioners’ Hearing Room. Rieva Lester discussed a resolution to set the time, date and place of the tax foreclosure sale date. The sale will take place online at www.bid4assets.com from 8 a.m. to 5 p.m. Jan. 24, 2019. Rieva Lester discussed a resolution to adjust the Real Estate Services Agent wage on the Non- Represented salary grid (13-Steve “M” Grid). The group discussed a resolution to approve a contract between the Lewis County Coroner’s Office and Brown and Sticklin Mortuaries for decedent removals. Lee Napier discussed a resolution to reappoint Leslie Myers to the Planning Commission. Josh Metcalf discussed a resolution to approve the Board of County Commissioners (BOCC) Chair to sign the Applicant Resolution/Authorization and Funding Board Project Agreement between Lewis County and the Recreation and Conservation Office (RCO) for the Cowlitz River Public Access Point project. Josh Metcalf discussed a resolution to approve Public Works Director Josh Metcalf as Applicant Agent and Administrative Assistant/Grants Administrator Robin Saline as the Alternate Applicant Agent/Contact for open, federally declared disasters and any future disasters that may occur between Nov. 1, 2018, and Dec. 31, 2019. Josh Metcalf discussed a resolution to extend the end date on the Vader Water Fund 420 Cash-Flow Loan. Dusty Breen discussed a resolution to approve the proposed Lewis County Sheriff’s Office Fee Schedule change. Rieva Lester discussed a resolution to reappoint Hal Blanton to the Timberland Regional Library Board of Trustees. Josh Metcalf discussed a hearing to adopt the 2019-2024 Six-Year Transportation Improvement Program (TIP) and 2019 Annual Construction Project (ACP). Commissioner Stamper made a motion to move one Presentation, one Notice item, two Consent items, nine Deliberation items and one Hearing to the Monday BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Held items: • Notice of hearing for North Fork Road. • A resolution to appoint Chris Roden to the Lodging Tax Advisory Committee (LTAC). • A resolution regarding Great Rivers Behavioral Health’s move to an LLC. • Community Development’s Categorized Schedule of Fees. Dusty Breen, Wes Rethwill and Susan DeLaire left at 9:17 a.m. Roundtable Lee Napier discussed a Road Map workshop. The group discussed holding it during the Jan. 4 Mayors’ Meeting. Sandi Andrus discussed an opening in Health. Wayne Whiton reminded the group to report to Risk if an employee has a health issue and is taken by ambulance. Steve Wohld said IT is checking office copiers, etc. Becky Butler said a budget amendment hearing will be held Dec. 17. Steve Walton said the Capital Facilities Plan is going well. Steve Mansfield said roughly 3,800 people have signed up for Lewis County Alert. Steve explained changes to the river gauge levels. Commissioner Fund discussed the ongoing WSAC conference. Josh Metcalf reminded the group that GIS has launched its new web map. He and Commissioner Stamper discussed drug and transient troubles along Goodrich Road. Steve Wohld, Steve Walton, Sandi Andrus, Linda Williams and Becky Butler left at 9:50 a.m. Eric Eisenberg joined at 9:52 a.m. Lee Napier, Wayne Whiton and Commissioner Stamper left at 9:52 a.m. Eric Eisenberg discussed a potential agreement with the Great Rivers Behavioral Health Organization. He said he has been playing phone tag with GRBHO’s attorney. He said he has sent GRBHO a letter. Commissioner Stamper returned at 9:54 a.m. Meeting ended at 9:55 a.m.
