2018-11-20 Budget UpdateBudget Update November 20, 2018 3:30 p.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Budget Services Manager Becky Butler Recorder: Becky Butler The Board discussed the Lewis County Seniors contribution for 2019. The Board would like to schedule a meeting with the LC Seniors President to review the financials including available funds. The group discussed the public turnout at the budget presentation on Monday night and the information reviewed. Becky mentioned that the Capital improvement Plan summary (CIP) which will be reviewed with the Board on November 27 along with the progress on the Master Capital Plan. Becky discussed changes for final budget. All changes and final documents will be reviewed on November 27 at the budget update. Dianne Dorey dropped off final estimates; Becky will be working on getting the calculations and resolutions completed for adoption on December 3. The group reviewed the Hearing presentation. Becky stated that the hearing would be an overview of the 2019 Budget. The group discussed the Noxious Weed budget/fund changes. We will be adding a $75,000 transfer for beginning operations in final budget. The transfer will be temporary based on the need for operations prior to taxes paid. There may be an amendment to the Weed Assessment Ordinance. Ross Petersen is working with the Assessor and Treasurer on possible amendments to the Ordinance regarding some language changes related to interest on delinquent taxes and exemptions. Becky reviewed the budget amendments received so far. There was an amendment submitted by the Jail totaling about $232,000 related to the increase in local inmate population. The BOCC would like to meet with the Sheriff regarding the request submitted. Amendments are due back Wednesday, November 21; however, we could continue to receive amendments up until the hearing date as the offices and departments work on year-end projections. Becky reviewed a request from White Pass Scenic Byway regarding a change in the scope for advertising.
