2018-11-20 PA UpdateProsecutor’s Update November 20, 2018 2:02 p.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Sara Wibowo, Wayne Whiton, Eric Eisenberg, Cullen Gatten Recorder: Rieva Lester At 2:03 p.m., Commissioner Fund announced that the Board was going into Executive Session under RCW 42.30.110(1)(i) for 15 minutes to discuss pending litigation. At 2:18 p.m., the Board extended Executive Session for 5 minutes. At 2:23 p.m., the Board extended Executive Session for 5 minutes. Executive Session ended at 2:28 p.m. with Commissioner Stamper, Commissioner Fund, Erik Martin, Sara Wibowo, Eric Eisenberg, Cullen Gatten and Wayne Whiton in attendance. The group discussed Great Rivers Behavioral Health Organization (GRBHO). Commissioner Jackson returned at 2:31 p.m. The group continued discussing GRBHO and its plan to move to an LLC. Eric Eisenberg discussed privacy concerns regarding the new GIS map. Eric said the City of Centralia owns the parking lot area at the trailhead for Discovery Trail and that the city likely will close the lot during off hours. Cullen Gatten suggested that Lewis County not pursue a noise ordinance. He said a noise ordinance would require specific decibel readings for rural areas, urban areas, etc., and would require specific technology in addition to someone to enforce it. The group discussed clarifying the nuisance code to deters the playing of music during certain hours. As a Legal Aid volunteer, Eric recused himself from discussing Legal Aid as the attorney. Eric said Legal Aid did not remit to the federal government its employee payroll taxes the last two years. He said that the office will therefore close Nov. 30. He guesstimated that it totals $23,000 in unpaid taxes before penalties and late fees. Eric said Legal Aid also has not been paying its insurance. Eric said Marc Wheeler may want to speak with the BOCC regarding the Legal Aid site. Eric Carolyn Hipps, who recently resigned as Director, may be under investigation. Eric Eisenberg, Erik Martin and Commissioner Jackson left at 3:08 p.m. Commissioner Jackson returned at 3:10 p.m. At 3:11 p.m., Commissioner Fund announced that the Board was going into Executive Session under RCW 42.30.110(1)(i) for 5 minutes to discuss pending or potential litigation. At 3:16 a.m., the Board extended Executive Session for 2 minutes. Executive Session ended at 3:18 p.m. Meeting ended at 3:18 p.m.
