2018-11-28 Directors UpdateDirectors’ Update November 28, 2018 9 a.m. Present: Commissioner Jackson, Commissioner Stamper, Lee Napier, Josh Metcalf, Danette York, Wayne Whiton, Gary Fredricks, Steve Wohld, Lara McRea, Becky Butler, Steve Walton, Commissioner Fund (9:32 a.m.) Recorder: Rieva Lester Becky Butler discussed a Notice of Hearing for the 4th 2018 Budget Amendment for Current Expense and Other Funds. Becky cautioned that the unexpected increases may affect decisions made for 2019. Becky Butler discussed establishing Noxious Weed Control Fund 1120 pursuant to Ordinance 1295 and LCC 3.55.060. Josh Metcalf discussed a Title VI Non-Discrimination Agreement between Lewis County and Washington State Department of Transportation (WSDOT) and authorizing signatures thereon. Josh Metcalf discussed the initiation of county road construction projects and assigning County Road Project (CRP) numbers. Danette York discussed reappointing James Marden, Melanie Wirkkala, Larry Mason and Marie Shankle as regular members to the Veterans’ Advisory Board (VAB) through June 30, 2020. Becky Butler discussed a hearing to adopt the 2019 Budget. Becky Butler discussed a hearing to establish the 2019 Property Tax budget and Levy for both Current Expense and Road Fund. The group also discussed an employee recognition planned for Dec. 3. Commissioner Stamper made a motion to move one Notice item, two Consent items, four Deliberation items and two Hearings to the Monday, Dec. 3, 2018, BOCC agenda. Commissioner Jackson seconded the motion. Motion passed 2-0. Becky Butler again urged caution regarding the budget. She cautioned that 2019 could be tight. Steve Wohld said the number of cyberattacks has decreased recently. Wayne Whiton said he would be attending the Risk Pool conference at the end of the week. Commissioner Jackson lauded Gary Fredricks’ efforts as WSU director. Danette York said George Dodd is leaving. Josh Metcalf asked for user groups to be thoughtful about vehicle-replacement requests. Commissioner Fund joined at 9:32 a.m. Lee Napier discussed the previous day’s meeting regarding the new GIS map. Commissioner Stamper announced that he won’t be attending meetings in an official capacity in December because he has to have a 30-day separation period for retirement benefit purposes. Commissioner Fund said she attended the previous night’s Centralia Council Meeting. Josh Metcalf discussed rescinding its agreement with the city regarding the turnaround at Goodrich Road, which the city has been using as a parking lot. Meeting ended at 9:56 a.m.
