2018-11-28 Meeting with Sheriff SnazaMeeting with Sheriff Snaza November 28, 2018 11:12 a.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin (by phone), Budget Services Manager Becky Butler, Sheriff Rob Snaza, Undersheriff Wes Rethwill, Chief Chris Sweet Guest: Dr. Lindsey Pollock Recorder: Rieva Lester Becky Butler outlined the jail’s budget amendment request. She noted that the total budgeted amount for 2018 showed a rollback of $30,000 but that the Sheriff has submitted a $230,000-plus amendment. Sheriff Snaza noted that 2018 overtime has been reduced by 3,000 hours versus 2017 totals. Sheriff Snaza said inmate medication has increased 400 percent. He said the adult population average has increased to 229, which includes contract inmates. Sheriff Snaza noted that DOC contracts can increase only 3 percent annually. Sheriff Snaza said the only increases have been in salaries and benefits, not operations. Erik Martin left at 11:27 a.m. and returned at 11:28 a.m. The group discussed the pros and cons of day reporting / home monitoring. Chief Sweet said those using day reporting would not require jail-provided medical treatment. Sheriff Snaza discussed going on restrictive booking, which he said would cut into the number of contract inmates. He discussed procedures for those driving with a suspended license in the third. Commissioner Jackson discussed the possibility of presenting a safety tax before voters. Sheriff Snaza said he is open to discussing it. The group also touched on jail privatization as an option. Commissioner Jackson left at 11:43 a.m. and returned at 11:46 a.m. Due to the $500,000 in unexpected year-end expenditures, Commissioner Fund said the BOCC has decided to hold off until February 2019 approval for new positions the Board had OK’d. Sheriff Snaza said the additional deputy approved for his office wouldn’t be hired until April. Undersheriff Wes Rethwill noted that medication costs have increased 60 percent in one year. Chief Sweet said the $7,000 monthly stipend the BHO provides for medication doesn’t cover the actual costs. Commissioner Jackson said he’ll take the lead on discussions about a public safety tax.
