2018-12-03 Meeting with County Manager Erik MartinMeeting with County Manager December 3, 2018 11:03 a.m. Present: Commissioner Fund, Commissioner Jackson, Erik Martin, Lara McRea, Matt Patana (11:52 a.m.) Guests: Commissioner-elect Gary Stamper, Dr. Lindsey Pollock Recorder: Rieva Lester Erik Martin suggested working on a community-based strategic plan, including citizen forums, etc. Commissioner Fund said that is the direction the board supports. He asked the commissioners to being thinking about who they’d like to see on the various committees. Commissioner Jackson said he was disappointed that the board passed a motion to increase funding for the Lewis County Seniors. Commissioner Fund noted that the group’s loss of a $50,000 grant was the deciding factor for her. Erik said the county should further discuss how conservatively it budgets and make sure the public is aware that the amount of fund balance used often is less than what’s projected. Commissioner Jackson said Doug Hayden went on record in February 2017 saying that Lewis Mountain Highway Transit was in jeopardy. He noted that Doug never expressed that his circumstances had changed. Commissioner Jackson said he didn’t learn that something was amiss until the week the ballots went out. Erik noted that just because you know about a legislative change doesn’t mean you’d know how it would affect the group’s business model. Commissioner Jackson reiterated that Doug Hayden had an ethical obligation to inform the BOCC and Twin Transit that the new legislation, which capped the match, had changed Lewis Mounty Highway’s business model. He said Doug hadn’t done so. Commissioner Jackson said Twin Transit has a special meeting planned for Dec. 13. The group discussed plans for the BOCC office remodel. Erik said he would ask Wayne Whiton to review the plan. Erik said Central Services will present CFP’s plans for the future via resolution. Erik said he will reach out to Josh Metcalf about whether the Dec. 17 hearing for the North Fork realignment could wait until Jan. 7, 2019. Matt Patana joined at 11:52 a.m. The group discussed furniture needs for the BOCC hearing room. Matt left at 11:57 a.m. Erik discussed a recruitment Steve Mansfield is working on.
