2018-12-17 BOCC Wrap UpWrap-Up meeting December 17, 2018 9:02 a.m. Present: Commissioner Fund, Commissioner Jackson, County Manager Erik Martin, Becky Butler, Eric Eisenberg, Assessor Dianne Dorey, Josh Metcalf (9:45 a.m.) Guest: Dr. Lindsey Pollock, Commissioner-elect Gary Stamper Recorder: Rieva Lester Commissioner Jackson made a motion to move to the day’s BOCC Legislative agenda two items: an interlocal agreement between the Sheriff’s Office and the state Department of Corrections as well as the purchase of a Kenworth truck chassis and one oil tank distributor. Commissioner Fund seconded. Motion passed 2-0. Eric Eisenberg discussed the county’s levy certification process, through which the Clerk of the Board and the Assessor’s Levy and Audit Clerk Sandie Williams coordinated efforts to assure all documents were shared with the two offices. Eric and Dianne Dorey discussed the Nov. 30 deadline for taxing districts’ levy certification, which makes it impossible for the Board of County Commissioners to meet the Nov. 30 for the commissioners to certify the levy. Eric suggested the county strike its levy certification resolution from the day’s agenda and instead stand behind its informal levy certification process. Commissioner Jackson left at 9:22 a.m. and returned at 9:23 a.m. At 9:25 a.m., Commissioner Fund announced that the Board was going into Executive Session under RCW 42.30.110(1)(i) for 5 minutes to discuss Cortland / Hupy / Green litigation. Executive Session ended at 9:30 a.m. with Commissioner Fund, Commissioner Jackson, Erik Martin, Becky Butler and Dr. Lindsey Pollock in attendance. Becky Butler discussed the upcoming budget amendment hearing, which is on the day’s legislative agenda. Erik Martin said he had no update on the Ops Guild contract. Rieva Lester discussed a vacancy on the Area Agency on Aging. Commissioner Fund briefly discussed the previous week’s Great Rivers Behavioral Health Organization. Commissioner Jackson said there will be one final Twin Transit meeting in 2018. Commissioner Fund said the Timberland Regional Library plans to limit services in Winlock, closing the facility an additional day per week. Commissioner Fund said two Winlock residents dropped off materials for the Prosecutor’s Office. Commissioner Fund said Jim Howard visited and expressed concerns about a mobile home that appears to be on the verge of falling into the river. Josh Metcalf joined at 9:45 a.m. Commissioner-elect Stamper returned at 9:48 a.m. Commissioner Fund discussed the transition to 2019. Meeting ended at 9:51 a.m.
