Jonathan Meyer said he is reviewing applicants and will have the civil workload divvied up likely by the
week’s end.
Jonathan discussed the process for complaints regarding WSU’s Master Gardener program. He noted
that if it was a county employee making the complaint, it could be a whistleblower complaint.
Archie Smith further detailed the circumstances surrounding the complaint.
Jonathan said the county has no supervisory capacity over the group. Cullen Gatten agreed that the
county would not be involved.
Cullen said he will take over the North Fork condemnations, Area 5 and Tacoma Power caseloads.
Erik Martin joined at 2:11 p.m.
Jonathan gave an update on E-Discovery, which would allow for paperless Discovery filings. The
purchase price would be $21,000, but he said the purchase cost would be waived and that the county
would only be on the hook for maintenance costs. He said it would create lots of savings in materials
and staff time.
Archie left at 2:16 p.m.
Eric Eisenberg gave an update on Great Rivers Behavioral Health Organization. He noted that at least
one other county agrees with Lewis County’s position. He said Lewis County may soften its position to
compromise with the other counties involved.
Eric discussed a proposed change to the animal code regarding those convicted of animal cruelty. He
said it also would allow for alternates on the DAD board and also would allow for a tie-breaker on the
DAD board. Commissioner-elect Stamper asked if the county could require classes, etc.
Cullen said he has spoken to Phil Farcy of Fire District 17. He said Farcy has reached out to the Auditor’s
Office to set up elections. He noted that one appointee may be legal whereas the other may not be.
Danette and Bill left at 2:30 p.m.
At 2:33 p.m., Commissioner Fund announced that the Board was going into Executive Session under
RCW 42.30.110(1)(i) for 10 minutes to discuss pending and potential litigation.
