Erik Martin made a motion to approve the minutes from November 2018. Scott Tinney seconded.
Motion passed unanimously.
Steve Wohld and Wayne Whiton cautioned offices and departments about using copyrighted images
from the internet, especially in Powerpoint presentations, on blog posts and on websites.
Becky Butler said the county adopted its 2019 budget and cautioned that there a soft recession is in the
forecast. She noted that new positions approved for 2019 are on hold until sometime around February.
She said the state budget did not include additional funding for indigent defense, and Erik said the state
budget didn’t include funding for fish passage.
Megan Sibbert said the Auditor’s Office will send out a memo with instructions for year-end soon. She
said the go-live date for payroll is still April 1.
Shad Hail discussed the previous night’s legislative forum. He said dependency numbers in Lewis County
remains extremely high. He said the number of sex offensive cases is the highest it’s ever been.
Scott Tinney said increases in filings has kept the Clerk’s Office busy.
Haezl Dibble said Rep. Orcutt is sitting in on court for the day.
Larry Grove said financial reporting will be a challenge because of the new system. He pleaded for
timely, accurate and complete responses to year-end queries.
Becky said offices and departments need to make sure they alert her to any needs for emergency 2018
amendments. She said the Dec. 17, 2018, amendment included an increase to indigent defense funding,
pushing the total to roughly $2 million for 2018.
Doug Carey noted that the recent windstorm broke the flag pole atop the historic courthouse.
Lara McRea noted that the BOCC office is under construction.
Steve Wohld said the state Auditor’s Office is creating standards for security for technology.
Daleyn Coleman said she is launching the 2019 training calendar.
Josh Metcalf discussed recent windstorms and a small slide in Winlock. He discussed a grant Public
Works received for a new printer for public records.
Archie Smith thanked the group for their contributions to the United Way Angel Tree. He discussed
changes to the state’s service animal laws.
Casey Mauermann said she is checking in on having a public records trainer visit Lewis County.
Erik Martin said budget amendments need to be turned in earlier. He noted that the amount noticed
was vastly different than the amount that ended up being included in the resolution.
Meeting ended at 8:59 a.m.
