2019-11-18 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes November 18,2019 Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder Rieva Lester Commissioner Jackson called the meeting to order at 10.03 a m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Chehalis resident Bob Guenther said the Department of Ecology, Kalama Chemical and Fire Mountain Farms have agreed to a proposal that would delist materials identified as hazardous waste. He urged the commissioners to publicly comment on the matter, noting that deadline for comment is Dec. 12. Commissioner Stamper said Ecology deemed the materials hazardous three years ago. PRESENTATION Commissioner Fund made a motion to approve a proclamation recognizing Nov. 23,2019, as National Adoption Day. Commissioner Stamper seconded. Proclamation recognizing Nov.23,2019, as National Adoption Day and inviting the public to Join local events on Nov.22 Assistant Court Administrator Paula Willey invited the audience to local events planned for Nov 22 Commissioner Stamper read the proclamation into the record Motion passed 3-0. Commissioner Fund left at 10 12 a m NOTICE ITEMS Commissioner Stamper made a motion to approve Resolutions 19-327 through 19-329. Commissioner Jackson seconded. 1 Resolution 19-327. Notice of hearing regarding Ordinance 1312, which would amend Lewis County Code 2 40 050 Standard 3, updating caseload limits to match Washington Court Rules Standards for Indigent Defense.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m. Dec. 9, 2019 Chief Civil Deputy Prosecuting Attorney Eric Eisenberg spoke to the resolution. He said the ordinance would update the county's standards to reflect those of the state Resolution 19-328: Notice of hearing regarding a franchise request from Olympic Pipeline Company LLC regarding plans to construct, operate and maintain a pipeline system for the purpose of transmission of petroleum and petroleum products in Lewis County rights of way.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m Dec. 16, 2019. Real Estate Services Manager Martin Roy spoke to the resolution He said Olympic Pipeline would like to re-up its franchise agreement before it expires Resolution 19-329: Notice of hearings regarding the 2020 Lewis County budget and 2020 levies. The hearings will take place in the Commissioners' Hearing Room at or after 10 a.m. Dec. 2,2019. Erik Martin spoke to the resolution He said copies of the 2020 preliminary budget are available in person and online. Motion passed 2-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the November 4, 2019 meeting as well as Resolution 19-330. Commissioner Jackson seconded. Resolution 19-330: Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 821149 through 821300 and 821323 through 821505 as well as direct disbursements numbered 1329, 1330, 1354, 1355, 1357, 1360 through 1367, 1369 through 1374, 1377, 1386 through 1388, 1395, 1417, 1418, 1434, 1281, 1289, 1307, 1308, 1339, 1356, 1454, 1455 were issued Nov 1-14, 2019, for payments against the county totaling$1,793,249.98. She said payroll/tax deposit warrants 795720 through 795724 and Automatic Deposits 4330 through 4914 also were approved for payments against the county totaling $1,604,314.29. 2 She noted a skip in sequence for warrants 821122 through 821148 and 821301 through 821322, which were issued on behalf of Special Purpose Districts. Motion passed 2-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 19-331 through 19-338. Commissioner Jackson seconded. Resolution 19-331: Reappoint Bob Whannell to the Lewis County Planning Commission. Community Development Office Manager Graham Gowing spoke to the resolution He said the four- year reappointment would run through Dec 31, 2023. He said Bob Whannell represents District 3 Resolution 19-332: Reappoint Jeff Millman to the Lewis County Planning Commission. Resolution 19-334: Approve an intergovernmental cooperative agreement between Lewis County and the United States Geological Service. Josh Metcalf, Director of Public Works, spoke to the resolution He said the agreement is for two stream gauges Resolution 19-335: Execute a contract with the State Department of Commerce to fund a Condition Assessment Planning Project for the Vader-Enchanted Valley Water System. Josh Metcalf, Director of Public Works, spoke to the resolution He said the contract is related to a Community Development Block Grant Resolution 19-336: Execute a contract with the State Department of Commerce to fund Phase II of the Lewis County Fire District#3 fire station construction project. 3 Josh Metcalf, Director of Public Works, spoke to the resolution He said the state Department of Commerce will provide a $750,000 Community Development Block Grant for phase II of Mossyrock's fire and life safety project Resolution 19-337: Execute a contract with the Department of Ecology to fund the construction of Water Stations for emergency use in Lewis County. Josh Metcalf, Director of Public Works,spoke to the resolution He said the county received $72,500 from the Department of Ecology to design and construct water stations at three of five of the county's Area Shops Resolution 19-338: List the bids received and contractor selected for the Lewis County 2020 Rock Proposal. Josh Metcalf, Director of Public Works, spoke to the resolution He said the county received three bids He said Good Crushing was the apparent low bidder at$264,481 91 Motion passed 2-0. HEARING Resolution 19-339:Adopt the 2020-25 Six-Year Transportation Improvement Program(TIP)and 2020 Annual Construction Program (ACP). Commissioner Jackson introduced the hearing County Engineer Tim Fife gave the staff report Tim said the draft Six-Year Transportation Improvement Program includes funding for culverts, among other projects He noted that money has been earmarked for work on Centralia Alpha Commissioner Jackson asked if there were any questions. Commissioner Stamper asked if Meade Hill Road in Glenoma would be worked on Tim said guardrail work for Meade Hill Road is included, noting that it's included in the miscellaneous category. Commissioner Jackson then closed the question-and-answer portion of the hearing. Tim Fie asked that his previous comments be adopted into the record Commissioner Jackson asked if anyone wanted to speak for or against the resolution. No one chose to speak Commissioner Jackson closed the hearing. 4 Commissioner Stamper made a motion to approve Resolution 19-339. Commissioner Jackson seconded. Motion passed 2-0. ANNOUNCEMENTS Commissioner Stamper extended his condolences to the friends and family of Danny Coleman, who died in a recent logging accident.
