2019-10-17 Prelim budget - 1-PHSS2020 preliminary budget meeting: Public Health and Social Services October 17, 2019 9 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Budget Services Manager Becky Butler, JP Anderson, John Abplanalp, Sandi Andrus Citizens Budget Committee members: Laura Berg (by phone), Frank Corbin, Paul Crowner, Bill Kassen, Bill Marshall, Bill Serrahn Other guest(s): Dr. Lindsey Pollock Recorder: Rieva Lester Public Health Becky Butler said Public Health’s estimated revenues for 2020 total $3,024,577 (including a $768,000 transfer from the general fund), while its estimated expenditures total $3,023,690. She said Health is requesting a budget increase of $59,003. JP Anderson gave a brief overview of his department’s budget process. JP outlined Health’s request for additional funding. He noted a portion of the increase is requested in an effort to expand the county’s contract with Dr. Rachel Wood, whose services had been shared with Thurston County. He and John Abplanalp outlined the many services Dr. Wood provides and noted that her departure from Thurston County will allow for expanded service within Lewis County. The group discussed the role of the Board of Health. JP said the rest of his request for additional funding would allow Public Health to create a full-time health educator position. Social Services Becky said Social Services’ estimated revenues for 2020 total $3,204,875, while its estimated expenditures total $3,110,331. JP outlined the revenue streams. JP gave an overview of the work Social Services performs. He outlined his struggles with employee retention. Animal Shelter Becky Butler said the Animal Shelter’s estimated revenues for 2020 total $156,000, while its estimated expenditures total $443,200. She said the Animal Shelter is requesting a budget increase of $18,144. JP explained that the increase is to cover an increase in spay and neuter fees. JP outlined the Animal Shelter’s services. He said the county has roughly $900,000 toward the construction of a new animal shelter, noting that he recently learned of another bequeath the shelter will receive. Erik Martin said a new facility is expected to cost $3.5 million to $4 million to construct. Meeting ended at 10 a.m.
