Budget
Becky Butler discussed upcoming meetings and tours.
Strategic Planning
Erik Martin asked if the commissioners would like to invite Tanner Consultants to attend the upcoming
ESC meeting. The commissioners supported the proposal.
State Parks Land
Erik asked if the board would like to move forward to accept the surplus property. The commissioners
asked Erik to contact the state to tell the state the county would like to move forward.
Legislative agenda
Erik said he would meet with Matt Matayoshi the following day to discuss the county’s possible wish-list
items for the capital budget.
Human Resources
CBA negotiations: Erik said negotiations appear to be going well. He noted that the 911 group has voted
to approve its contract.
Minimum wage: Erik noted that minimum wage increases to $13.50 per hour on Jan. 1, 2020, and that it
will be tied to the Consumer Price Index (CPI) beginning in 2021.
Central Services
Projects: Erik said the Star Complex remodel is wrapping up with the addition of air conditioning units
and that the floors at the Toledo Senior Center will be overlaid at the end of the month.
CFP: Erik gave an overview of CFP’s campus plans, noting that KMB Architects will present a formal plan
to the commissioners in the future.
Commissioner Fund left at 11:35 a.m. and returned at 11:41 a.m.
Packwood River access: Erik said he has reached out to Chris Murphy to explain the SEPA process.
911 / Department of Emergency Services
Erik said the Combined User Committee is recommending changing the formula for law rates, using the
2019 as the base rate. Erik said he feels the rate should include a usage rate. He suggested approving
the change for one year (2020) and then find a way to predict usage to include in 2021 and beyond. The
commissioners approved accepting the recommendation for one year.
Erik said the CUC also has recommended lowering its rate increase from 10 percent to 7 percent. Erik
suggested approving the recommendation for one year with the understanding that the increase will be
added if needed.
Commissioner Stamper asked if the user groups understand how much money the county spends on
911.
The commissioners approved the CUC’s additional recommendation regarding the lowered rate
increase.

Information Technology
Laserfiche go-live: Erik said the soft launch of Laserfiche will be noted on a Wrap-Up agenda.
Personnel
Fair employee: Erik said he will authorize out-of-class pay for the fair employees working out of class.
Public Works
Water District 5: Erik said a meeting with WD5 is planned for the following day.
