Eric Eisenberg discussed a notice of public hearing regarding the adoption of a special assessment
applicable to parcels within Lewis County Flood Control District 1, located in southern Chehalis and
surrounding areas.
Steve Mansfield discussed the declaration of surplus personal property.
Josh Metcalf joined at 9:07 a.m.
Josh Metcalf discussed a call for bids for the 2020 Rock Proposal.
Rieva Lester noted there would be three late adds for the Business Meeting agenda:
• Elevator maintenance services – Steve Walton
• HB 1406 – JP Anderson
• Dispatchers CBA – Daleyn Coleman
Erik Martin invited the group to the Nov. 1 Legislative Roundtable.
John Abplanalp discussed a disease in a neighboring county.
JP Anderson thanked Lee Napier for the invitation to Community Development’s Process Improvement
update the previous day. He also discussed the late agenda addition he will present to the
commissioners Oct. 28. JP also discussed an upcoming visit from Gov. Inslee to discuss housing.
Steve Mansfield invited the group to the Annual Flood Meeting planned for Oct. 29 at the Veterans’
Museum.
Becky Butler invited the group to the final all-day budget meeting planned for Oct. 24.
Lee Napier discussed flooding outreach. She also discussed a Planning Commission workshop held the
previous day as well as an upcoming Lunch and Learn event.
Josh Metcalf said the Middle Fork fish passage project is complete and that a celebration is planned for
Nov. 20. Josh said a floodplain study request for proposals will go out soon. He said Public Works also is
working on a Toledo taxi way project. Josh said a meeting with WSDOT regarding the interchange
project is planned for the following week. Josh said Public Works is ordering AEDs.
Rieva Lester reminded the group to print the materials included in their PacketWriter submissions.
Commissioner Fund discussed the previous day’s levee tour. She invited the group to the Oct. 26 Matilda
Jackson Legacy Day event.

Commissioner Fund discussed Centralia’s work to create a possible fireworks ban
Commissioner Jackson said he’d like to have a quorum meeting with Bill Fashing regarding the Cowlitz-
Wahkiakum Council of Governments. He said he will meet with WSU representatives later in the day to
discuss the county’s MOU with WSU. Commissioner Jackson complimented Lee Napier about the
Process Improvement follow-up.
