Becky Butler said the preliminary 2020 budget includes revenues totaling $2,145,150 and expenditures
totaling $2,136,646.
Community Development is planning and permitting. Most funding for Community Development comes
from the permitting process.
A big project this year for Community Development was the Skookumchuck Wind Energy project. This
provided revenue through planning fees and permitting fees. Community Development has changed the
front end for better customer service. They have revisited their processes, increased process
improvement and turn-around time. Lee stated that she is always looking for ways to improve her
department’s processes.
Frank Corbin gave kudos to the Community Development for the improvement in permitting. He
recently built a house and the process was much more simplified than others that he has dealt with. Bill
Serrahn reiterated the same.
Paul Crowner asked about how the UGA works. He also had questions about different ways to mitigate
fees for traffic or infrastructure. Lee said that there is a universal document that takes into account
different details of projects and then what is needed in order to accommodate those updates.
Lee mentioned that the Flood Authority is also part of Community Development. The Flood Authority
group will meet at least once quarterly depending on the work load. Community Development is the
fiscal agent. They are responsible for on-going maintenance as well as improvements for the river
gauges.
