2019-10-28 BOCC Wrap UpBOCC Wrap-Up October 28, 2019 9 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, Lara McRea, Becky Butler, Suzette Smith, Eric Eisenberg, Daleyn Coleman, Candace Hallom, Bob Guenther joined at 9:33 a.m. Guest: Peter Lahmann, Chris Roden (9:07 a.m.) Recorder: Rieva Lester Commissioner Stamper made a motion to add three items to the day’s Business Meeting agenda: Declare the intent of Lewis County to adopt legislation and to authorize a sales and use tax for affordable and supportive housing in accordance with Substitute House Bill 1406 Approve a contract to provide elevator maintenance services Approve a collective bargaining agreement (CBA) with Lewis County Dispatchers Guild Commissioner Fund seconded. Motion passed 3-0. Daleyn Coleman discussed personnel requests from the Auditor’s Office. She said the request would move the position from a Grade 25 to a Grade 29, a roughly $35,000 increase. The commissioners signed the PAF, as approved the previous week. PUD Manager Chris Roden joined at 9:07 a.m. Suzette Smith discussed struggles to recruit individuals for two upcoming vacancies. Becky Butler said the PA’s Office is requesting to change a paralegal position to a senior paralegal position. Eric Eisenberg discussed the history of the position. He noted that the position works with the civil division and serves as the office’s point person for public records. Becky said the position would move from a Grade 16 to a Grade 19. Commissioner Stamper made a motion to approve changing the position to from Grade 16 to Grade 19. There was no second. The commissioners approved the PAF. Candace Hallom left at 9:20 a.m. PUD Manager Chris Roden said the PUD would like a letter of support related to its application for a $50,000 CERB telecommunications planning grant. The commissioners directed Rieva Lester to draft a letter of support. Chris said the PUD has selected an individual to represent District 2. Chris and Eric left at 9:27 a.m. Daleyn Coleman outlined the various options for conducting County Manager evaluations. Commissioner Fund asked Daleyn to reach out to the Washington Management Service regarding evaluations. Lara McRea said Erik Martin would like to know if it would be OK for him to attend the Nov. 20 Middle Fork ribbon-cutting and then go to WSAC afterward. The commissioners said that would be fine. Candace returned at 9:29 a.m. The group discussed Gov. Inslee’s upcoming visit. Bob Guenther joined at 9:33 a.m. Eric Eisenberg returned at 9:35 a.m. Commissioner Fund discussed a Nov. 1 meeting regarding herbicides and working forests. Candace left at 9:42 a.m. The commissioners said they would provide funding personally up-front for food and drinks for the Legislative Roundtable. The group discussed their calendars. The commissioners approved minutes for the weeks of Sept. 23, Sept. 30 and Oct. 7, 2019. Commissioner Fund left at 9:46 a.m. Bob Guenther said he will attend an upcoming meeting regarding the pipeline project. Commissioner Stamper left at 9:51 a.m. Meeting ended at 9:52 a.m.
