Erik Martin said he would attend the Middle Fork Road event Nov. 20.
Personnel
At 11:03 a.m., Commissioner Jackson announced that the Board was going into Executive Session under
RCW 42.30.110(1)(i) for 15 minutes to discuss pending and / or potential litigation related to personnel.
At 11:18 a.m., the Board extended Executive Session for 10 minutes.
At 11:28 a.m., the Board extended Executive Session for 10 minutes.
Executive Session ended at 11:38 a.m. with the commissioners, Becky, Lara, Eric, Erik, Rieva and guests
Bill Serrahn and Linda Williams in attendance. Commissioner Jackson noted that no decisions had been
made.
Erik Martin said he would like to proceed with action outside counsel to negotiate with the union to find
potential settlement prior to the Nov. 7 arbitration meeting. The commissioners approved having Erik
move forward, and Eric Eisenberg said he would contact outside counsel.
Eric Eisenberg left at 11:40 a.m.
Resolution signatures
The commissioners said they’d like to see a small change on PacketWriter 2.0: to have some sort of
indication about whether they’d been signed. The commissioners also asked if they could do a mass
approval for all approved resolutions.
East Lewis County Public Development Authority (ELCPDA) loan
Erik discussed from the East Lewis County Public Development Authority (ELCPDA) that it be allowed to
make interest-only payments on its .09 loan. He suggested waiving the principal and interest payments
for 2019. Erik said Lee Grose believes he has identified a potential tenant. Erik said the ELCPDA would
using the money saved through the waiver to pay down its Craft3 loan then would pay back the county
after the Craft3 loan was repaid. Erik said Treasurer Arny Davis provided a letter outlining the proposal.
The commissioners directed Erik to work with the PA’s Office to create a resolution outlining the terms
of the proposal.
Public Works
Thurston County PUD: Erik said Thurston County cannot sell its Lewis County systems to Lewis County
right now but that it may be interested in doing so the following year.
Personnel
Erik and Lara McRea asked for approval to turn the office assistant position into a permanent position.
The commissioners approved.
Erik noted that the county has submitted an application to receive Lodging Tax funding for
administration related to lodging taxes.
State Parks land
Erik recapped actions the commissioners authorized the previous week.
Erik also noted that the public should be encouraged to direct comments under the SEPA.
Commissioner Fund left at 12:03 p.m.
Calendars
The commissioners directed Rieva Lester to alert the county that there would be no Business Meeting
on Dec. 23.
