Andy Caldwell and Steve Mansfield discussed a public hearing to amend Ordinance 1237 as related to
Emergency Management.
Tim Fife discussed the following:
• A notice of public hearing for the proposed 2020 Annual Construction Program (ACP) and Six-
Year Transportation Improvement Program (TIP) for the years 2020-25.
• a request for proposals to perform groundwater monitoring services at County Road Central
Shop and Mossyrock Police Station.
• A call for bids for three (3) truck-mounted hopper (sander) spreaders for the Public Works Road
Maintenance division.
• A call for bids for three (3) truck-mounted snowplows for the Public Works Road Maintenance
division.
• A call for bids for one (1) vac truck for the Public Works Road Maintenance division.
• The establishment of Gross Tonnage Limits on Davison Bridge No. 1 Lewis County, Washington.
Lee Napier discussed a notice of public hearing to consider Ordinance 1307, an ordinance to amend the
Lewis County Comprehensive Plan.
Rieva Lester said Cullen Gatten will attend Monday’s Business Meeting to discuss a notice of hearing for
Noise Ordinance 1311, a proposed addition to Lewis County Code.
Becky Butler discussed a notice of hearing for Lewis County preliminary budget for 2020.
The group discussed a resolution to accept an interlocal agreement for use of Jail Facilities between the
Lewis County Sheriff's Office and the Washington State Department of Corrections.
Rieva Lester discussed a resolution calling for special election annexing the City of Morton's fire and
emergency services to Lewis County Fire District #4 pursuant to Chapter 52.04 RCW.
Rieva Lester and JP Anderson discussed a resolution regarding Veterans Day and naming Lewis County a
Purple Heart County.
Lee Napier discussed Ordinance 1308 renewing the moratorium upon certain building permits within
the boundaries of Water-Sewer District #5.
Commissioner Stamper made a motion to move 10 Notice items, two Consent items, three Deliberation
items and one Hearing to the Monday, Nov. 4, , BOCC agenda.
Commissioner Fund seconded the motion.
Motion passed 3-0.
Steve Walton said the Cold Weather Shelter held an open house Oct. 29.
Daleyn Coleman discussed a workshop she and lara McRea attended the previous week regarding
benefits.
Lara McRea said open enrollment for benefits begins Nov. 1.
Becky Butler discussed interfund rates and year-end figures.
Amber Caulfield joined at 9:24 a.m.
JP Anderson discussed an all-staff training event PHSS held the previous day. He said his department is
continuing its work on a strategic map.
Amber left at 9:27 a.m.
Steve Mansfield discussed the annual flood meeting that took place the previous day.
Erik Martin discussed a visual representation created to represent how the proposed water retention
facility would work. Erik said a state EIS likely will come out in February and a federal EIS likely would
follow in September 2020. He said the cost is estimated at $3 million to $5 million.
Erik left at 9:35 a.m.
Commissioner Fund invited the group to the Nov. 1 Legislative Roundtable. She also discussed the
upcoming Lodging Tax Advisory Committee application review process planned for Nov. 6 and 8.
