Adopt a Categorized Schedule of Fees effective January 1, 2020 BEFORE THE BOARD OF COUNTY COMMISSIONERS
LEWIS COUNTY, WASHINGTON
IN THE MATTER OF: RESOLUTION NO. 19-351
RESOLUTION ADOPTING A CATEGORIZED SCHEDULE
OF FEES EFFECTIVE JANUARY 1, 2020
WHEREAS, the Board of County Commissioners (BOCC) has adopted a Schedule of
Fees for the Lewis County Code Titles 8, 12, 15, 16, 17, and 18 to consolidate all fees
and assessments for the departments of Community Development, Public Works and
Health & Social Services for permits and approvals within such Schedule of Fees; and
WHEREAS, said Schedule of Fees was established by the BOCC for ease of use by the
public and to provide a single format for fees associated with user and permitting fees,
and to expeditiously allow for changes in fees at the request of the above-named
County departments; and
WHEREAS, the Board regularly reviews and may amend its Schedule of Fees for its
various departments to reflect increased administrative and other costs of providing
certain County services and permits; and
WHEREAS, the Board has decided to amend the existing Schedule of Fees,
incorporating departmental recommendations regarding administrative costs
associated with providing services and permits by the above-named County
departments
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners that the
Schedule of Fees, attached hereto and incorporated herein as Exhibit A, is hereby
adopted and to be effective beginning January 1, 2020; and
NOW THEREFORE BE IT FURTHER RESOLVED by the Board that if any section,
subsection, sentence, clause, or phrase of this Resolution is for any reason held to be
unconstitutional or invalid at law, such decision shall not affect the validity of the
remaining portions of this Resolution

Building Activities
For applications/permits withdrawn by the owner or applicant the following shall apply
• For any permit application that has been submitted, but no reviews completed,the maximum allowable refund will be 80%of the Permit fees
• If a Plan Review has been completed and construction plans approved,there will be no refund allowed for Plan Review fees
• If a Plan Review has been initiated but not completed and construction plans have not been approved,the maximum allowable refund will be 50%of

Refund Policy for Public Works Department fees on this schedule
• Refund requests must be submitted within 1 year of application submittal, 6 months of permit issuance; or 6 months of letter of
completeness or incompleteness.
• For any application that has been reviewed and granted approval (preliminary to final), there will be no-refund if the application is
withdrawn by the applicant.
• If an application has been reviewed and denied, none of the fees will be refunded.
• If an application requires legal publication and legal notice has been published prior to an applicant requesting application withdrawal,
no fees associated with the publication will be refunded.
• If a SEPA Determination has been made in conjunction with an application prior to an applicant requesting application withdrawal, no
fees associated with SEPA will be refunded
• If an applicant requests a refund prior to approval (preliminary or final), and the application has been reviewed by staff, the maximum
allowable refund will be 50%of the fee
• The maximum allowable refund for any submitted application will be 80%

Description:
Annually, the Schedule of Fees is adopted with the passage of a resolution by the Board of County
Commissioners (BOCC). The Resolution establishes the fees charged for permits and approvals
administered by the Department of Community Development, Public Work and Public Health &
Social Services as it relates to reviews under Lewis County Code Titles 8, 12, 15, 16, 17 and 18.
Fees are subject to review and adjustment based on costs associated directly with processing,
reviewing and the administering of permits issued by staff.
