IN THE MATTER OF: RESOLUTION NO 19-355
INITIATING COUNTY ROAD CONSTRUCTION
PROJECTS AND ASSIGNING COUNTY ROAD PROJECT
(CRP) NUMBERS
WHEREAS, pursuant to RCW 36.75.050, the powers and duties vested in or imposed
upon the Board of County Commissioners (BOCC) with respect to establishing,
examining, surveying, constructing, altering, repairing, improving, and maintaining
county roads, shall be exercised under the supervision and direction of the county road
engineer; and
WHEREAS, the BOCC shall by resolution, and not otherwise, order the survey,
establishment, construction, alteration, or improvement of county roads; the county
road engineer shall prepare all necessary maps, plans, and specifications therefor,
showing the right-of-way widths, the alignments, gradients, and standards of
construction.
NOW THEREFORE BE IT RESOLVED that the projects listed in Exhibit A be
constructed as shown. These projects are hereby declared to be public necessity and
made a part of the officially adopted annual road program in accordance with RCW
36 81.130. The county road engineer is hereby ordered and authorized to report and
proceed thereon as by law provided. (RCW 36 75 050, 36 80 030, & 36.80.070), and
NOW THEREFORE BE IT FURTHER RESOLVED that expenditures from the officially
adopted road fund budget and based on the county road engineer's estimates are
hereby made in the amounts and for the purposes shown in Exhibit A.

Description:
Establish County Road Project (CRP) numbers that authorize the preliminary engineering, right of
way purchase, and construction of projects as part of the 2020 Annual Construction Program (ACP).
Pursuant to RCW 36.75.050, the Board of County Commissioners shall by resolution, and not
otherwise, order the survey, establishment, construction, alteration, or improvement of county
roads and bridges; the county road engineer shall prepare all necessary maps, plans, and
specifications, therefore, showing the right of way widths, the alignments, gradients, and
standards of construction
All county road projects scheduled for design and/or construction in 2019 have been adopted as
part of the 2020 Annual Construction Program (ACP) and 2020-2025 Six Year Transportation
Improvement Program (TIP), by Resolution 19-339 on November 18, 2019. The 2020 ACP
represents the first year of the 2020-2025 TIP.
The signing of the attached resolution will establish official CRP numbers and authorize the
preliminary engineering, right of way, and construction improvements for the 2020 Countywide 3R
Program, 2020 Misc. Safety and Guardrail, and 2019 County Safety Program projects. The CRP
number will follow the project through completion.
The format of the resolution to formally establish CRP numbers follows the recommended format of
the County Road Administration Board (CRAB).
