Commissioner Jackson called the meeting to order at 10:02 a.m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
None
NOTICE ITEM
Commissioner Fund made a motion to approve Resolution 19-360. Commissioner Stamper seconded.
Resolution 19-360: Notice of public hearing to authorize closeout for a Community Development Block
Grant with the State Department of Commerce for Vader-Enchanted Valley Water System Reservoir
The hearing will take place at or after 10 a.m. Dec.30,2019,in the Commissioners' Hearing Room.
Senior Utility Engineer Betsy Dillin spoke to the resolution She said the facility was constructed over
the summer and that the grant could be closed out since the work is complete
Motion passed 3-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the December 2,2019,meeting as
well as Resolution 19-361. Commissioner Fund seconded.
Resolution 19-361.Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office,said warrants numbered 822136
through 822444 and direct disbursements 1189, 1190, 1391, 1450 through 1452, 1456, 1519, 1520,

1528, 1530, 1538, 1547, 1550, 1551, 1556, 1557, 1562, 1568, 1569, 1576 had been issued for payments
against the county totaling$1,408,777.50
Suzette noted a skip in sequence for warrants 822120 through 822135 and 822445,which were issued
on behalf of Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-362 through 19-371. Commissioner
Stamper seconded.
Resolution 19-362.Accept an agreement between Lewis County and Washington State Military
Department for FEMA Emergency Management Performance Grant and authorize signatures thereon.
Emergency Planner Andy Caldwell spoke to the resolution He said Lewis County applies for the EMPG
annually and that the agreement totals$43,680 for the current grant cycle
Resolution 19-363.Approve a contract with Sticklin Mortuary
Coroner Warren McLelod spoke to the resolution. He said the contract is for$270 per decedent removal
for 2020
Resolution 19-364.Approve a contract with First Call Plus.
Coroner Warren McLelod spoke to the resolution He said the contract provides for office space and
decedent storage capacity in the event of an emergency or mass casualty
Resolution 19-365 Approve a contract with Dr Sigmund Menchel
Coroner Warren McLelod spoke to the resolution. He said the county contracts for autopsy services and
that the contract with Dr Menchel is for$1,600 per autopsy
Resolution 19-366:Approve contracts with Dr Lacsina, Dr Adams and Dr Quinn.
Coroner Warren McLelod spoke to the resolution. He said the county contracts autopsy services. He
said the contracts with Drs. Lacsina,Adams and Quinn are for$1,500 per autopsy and$750 per external
examination

Resolution 19-367 Approve Amendment D to a contract between Lewis County and Reliable
Enterprises.
JP Anderson, Director of Public Health and Social Services,spoke to the resolution. He said the contract
adds$57,300 for case management and landlord outreach services for those who are homeless or at risk
of becoming homeless. He said the contract is for Jan 1, 2019,through June 30, 2020
Resolution 19-368:Approve Amendment D to a contract between Lewis County and Housing Resource
Center
JP Anderson, Director of Public Health and Social Services,spoke to the resolution He said the contract
adds$69,149 for Jan 1, 2019,through June 30, 2020.
Resolution 19-369•Approving Amendment D to a contract between Lewis County and Human
Response Network.
JP Anderson, Director of Public Health and Social Services,spoke to the resolution He said the contract
adds$$78,500 for prevention services for Jan 1,2019,through June 30, 2020
Resolution 19-370: Reappoint Rebekah Miner and Linda Williams and appoint Christi Lucas to the
Public Health&Social Services Advisory Board through December 31,2022.
JP Anderson, Director of Public Health and Social Services,spoke to the resolution.
Resolution 19-371.Vader Water Fund 420 Authorizing Cash Flow Loan from Current Expense Fund No.
001.
Josh Metcalf, Director of Public Works,spoke to the resolution He said the cash-flow loan is for up to
$250,000
Motion passed 3-0.
HEARINGS
Ordinance 1311.Ordinance 1311,which would add Chapter 1.23 to Lewis County Code,adopting an
enforcement program for public disturbance caused by excessive noise.
Commissioner Stamper said he'd like the ordinance to address fireworks.

Commissioner Stamper made a motion to table the discussion regarding proposed Ordinance 1311
until Dec. 30,2019,and to instruct the Clerk of the Board to republish notice of the hearing.
Civil Deputy Prosecuting Attorney Cullen Gatten explained that the county may want to address noise
associated with fireworks in the proposed ordinance and that tabling the matter would give the county
the opportunity to provide notice to the public of such
Motion passed 3-0.
Ordinance 1312. Ordinance 1312,which would amend Lewis County Code 2.40.050 Standard 3 to
upload caseload limits to match Washington Court Rules Standards for indigent defense, pursuant to
RCW 10.101.030.
Commissioner Jackson introduced the hearing.
Deputy Prosecuting Attorney Amber Smith gave the staff report.
Amber said Lewis County's Code regarding caseload limits was adopted in 2007 She said the state
adopted the Washington State Court Rules Standard for Indigent Defense in 2012 She said the proposed
ordinance would update local code to mirror that of the state
Commissioner Jackson asked if there were any questions.There were no questions.
Commissioner Jackson then closed the question-and-answer portion of the hearing.
Amber asked that her previous comments be adopted into the record
Commissioner Jackson asked if anyone wanted to speak for or against the resolution
No one chose to speak.
Commissioner Jackson closed the hearing.
Commissioner Stamper made a motion to approve Ordinance 1312. Commissioner Fund seconded.
Motion passed 3-0.
ANNOUNCEMENTS
Commissioner Fund discussed holiday events that took place over the weekend
Commissioner Stamper congratulated the Onalaska Loggers football team for winning the 2B state
championship
All three commissioners discussed WWII veterans.

PRESS CONFERENCE
Ralph Mancini asked for clarification regarding whether the commissioners will make a decision on the
proposed noise ordinance Dec. 30 Cullen and Commissioner Jackson said the commissioner will discuss
the topic that day and may make a decision
Peter Lahmann invited the public to three upcoming events: an Authors'Afternoon event and the
Lighted Tractor Parade on Dec. 14 and a chorale event on Dec. 15
Commissioner Fund said Miss Lewis County will perform in the courthouse lobby at noon Dec. 13
