2020-01-06 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS (BOCC) Business Meeting minutes January 6, 2020 Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. PRESENTATION Commissioner Jackson made a motion to approve a proclamation recognizing Jan. 9, 2020, as Law Enforcement Appreciation Day. Commissioner Fund seconded. Proclamation recognizing Jan. 9, 2020, as Law Enforcement Appreciation Day. Brian Carter, Executive Director of Lewis County Chaplain Services, discussed the challenges law enforcement personnel face and the sacrifices they make. The commissioners thanked the law enforcement community. Brian read the proclamation into the record. Motion passed 3-0. CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the December 30, 2019, meeting as well as Resolution 20-001. Commissioner Jackson seconded. Resolution 20-001:Approval of warrants/claims against the various county departments. 1 Chief accountant Suzette Smith, representing the Auditor's Office,said warrants numbered 823577 through 823801 were issued in December 2019 and January 2020 for payments against the county totaling$952,572.25. She noted a skip in sequence for warrants 823549 through 823576, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Jackson made a motion to approve Resolutions 20-002 through 20-005. Commissioner Fund seconded. Resolution 20-002:Approving a mileage rate change for Lewis County. Chief accountant Suzette Smith,representing the Auditor's Office, spoke to the resolution.She said the county was setting its 2020 mileage rate at the amount set by the IRS: 57.5 cents per mile. Resolution 20-003: Listing of bids and contractor selected for the 2020 Graf Road MP 1.01 Culvert Replacement,CMP 1531. Transportation Planner Mike Kroll spoke to the resolution. He said the project was advertised in the Chronicle,the Seattle Daily Journal of Commerce and on the county website. Mike said the engineer's estimate for the project was$775,290. He said the county received 10 bids and that the lowest responsive, and therefore winning, bid was from Steele Trucking($681,710.15). Mike said the project is for a culvert box on Scammon Creek at Graf Road. He said outside funding is being used for the project. Resolution 20-004: Establishment of 2020 county road construction projects by County Forces. Transportation Planner Mike Kroll spoke to the resolution. Mike said the estimated cost of 2020 construction to be performed by County Forces exceeds$10,000, so the county must publish in a newspaper of general circulation in the county a brief description of the work to be done and the county road engineer's estimate of the cost,as per RCW 36.77.070. Resolution 20-005:Approving Master Interlocal Agreements between Lewis County and municipalities in Lewis County and authorizing signatures thereon. Transportation Planner Mike Kroll spoke to the resolution. Mike said the five-year agreements replace agreements that expired Dec.31, 2019. Motion passed 3-0. 2 ANNOUNCEMENTS The commissioners discussed the previous week's Mayors' Meeting. Commissioner Fund provided an update on legislative representatives' staff changes. Commissioner Jackson thanked the local emergency personnel's response to flooding. The commissioners reminded the audience about First Alert notifications. PRESS CONFERENCE No questions.
