2019-11-12 Meeting to discuss parcelsMeeting to discuss parcels November 12, 2019 3:31 p.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, Eric Eisenberg, Arny Davis, Dianne Dorey, Cullen Gatten, Steve Wohld, Dianne Dorey, Erik Martin (3:37 p.m.) Guest(s): Recorder: Rieva Lester Eric Eisenberg recapped previous discussions regarding parcel searches. Dianne Dorey noted that the previous parcel search gave property owners’ names. Eric clarified that past searches could be done using property addresses or parcel numbers. Erik Martin joined at 3:37 p.m. Steve Would cautioned that an opt-out option could increase the county’s liability. Eric asked why electeds’ website are not being made to reflect what the electeds are requesting. Steve Wohld said in April 2016, PATs went away and that the county created the Parcels website. Commissioner Jackson said he views the statement that the electeds’ requests are being ignored. Cullen Gatten said statute says the Assessor’s Office owns some of the information presented on the parcels site. As a tool, however, the board needs to determine the value of having that name search, he said. Eric said the Assessor’s Office has objected to listing name since the beginning of the Parcels site. Arny Davis said he approved including the names before but has since changed his stance. Commissioner Fund reiterated that taking the name search function off of the county’s website would merely serve as a Band-Aid because the information is readily available in many other forms. Commissioner Fund, Commissioner Stamper and Commissioner Jackson said they did not want to change it. Eric asked if the commissioners would feel differently if the Assessor limited access to the information, noting that it could force the use of public records requests for the Assessor’s information. Cullen said the focus should be on what can be done to help people who are in danger. He said taking the ball and going home would not be the right thing to do. Cullen said taking away the name search will take away utility for commerce. Commissioner Fund noted that an individual could enter the Assessor’s Office and request and receive the information in person. Commissioner Jackson said the next step would be to discuss what can be done to help individuals in domestic violence or similar situations. Meeting ended at 4:09 p.m.
