Becky Butler discussed a notice of hearing to update caseload limits to match Washington Court Rules Standards for Indigent Defense. Josh Metcalf discussed a notice of hearing regarding a franchise from Olympic Pipeline Company LLC to construct, operate, and maintain a pipeline system for the purpose of transmission of petroleum and petroleum products in County rights of way. Becky Butler discussed a notice of hearing regarding the Lewis County budget for 2020. Commissioner Jackson discussed a resolution designating the time and location of the tax foreclosure sale. Lee Napier discussed a resolution to reappoint Bob Whannell to the Lewis County Planning Commission. Lee Napier discussed a resolution to reappoint Jeff Millman to the Lewis County Planning Commission. Lee Napier discussed a resolution to reappoint Stephen Hueffed to the Lewis County Planning Commission. Josh Metcalf discussed a resolution to approve an Intergovernmental Cooperative Agreement between Lewis County and the United States Geological Service. Josh Metcalf discussed a resolution to execute contract with the State Department of Commerce to fund a Condition Assessment Planning Project for the Vader-Enchanted Valley Water System. Josh Metcalf discussed a resolution to execute a contract with the State Department of Commerce to fund Phase II of the Lewis County Fire District #3 fire station construction project. Josh Metcalf discussed a resolution to execute a contract with the Department of Ecology to fund the construction of Water Stations for emergency use in Lewis County. Josh Metcalf discussed a hearing to adoption the 2020-2025 Six-Year Transportation Improvement Program (TIP) and 2020 Annual Construction Program (ACP). Commissioner Stamper made a motion to move one Presentation, three Notice items, two Consent items, eight Deliberation items and one Hearing to the Monday, Nov. 18, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Announcements Steve Walton said union negotiations continue. Steve Wohld said the county sees 2,000 queries per day on its Parcels website. He said IT is working on strengthening VPM security. Lee Napier said the Planning Commission met the previous night and set Dec. 10 as a hearing date. JP Anderson said the Health advisory board has approved the five-year plan, and it will next go before the BOCC. Josh Metcalf said Public Works is planning interviews for the Solid Waste manager position. Becky Butler reminded the group that budget amendments for the Dec. 16 hearing are due the week of Nov. 18. She said two budget meetings are planned for later in the day. Tawni Shepherd said the Risk office is close to filling its vacant public records position. Rieva Lester reminded the group that the Directors’ Update for Nov. 25 proposals will be held Nov. 18. Commissioner Fund discussed the Centralia City Council’s meeting from the previous night. Commissioner Jackson discussed a potential development in Napavine as well as widespread growth in Winlock. Meeting ended at 9:40 a.m.
