2019-11-18 BOCC Wrap UpBOCC Wrap-Up November 18, 2019 9:01 a.m. Present: Commissioner Jackson, Commissioner Fund, County Manager Erik Martin, Josh Metcalf, Becky Butler, Lara McRea, Candace Hallom, Commissioner Stamper (9:03 a.m.), JP Anderson (9:05 a.m.) Guests: Peter Lahmann, Bob Guenther, Dr. Lindsey Pollock Recorder: Rieva Lester Rieva Lester noted that one item would not need to be done in resolution form and was therefore held: the tax foreclosure sale. Commissioner Fund made a motion to add to the day’s Business Meeting agenda a resolution listing the bids and contractor selected for the 2020 rock proposal. Commissioner Stamper seconded. Motion passed 3-0. Commissioner Stamper made a motion to appoint Bob Berg as chair of the Salary Commission. Commissioner Fund seconded. Motion passed 3-0. Candace Hallom reviewed expiring committee appointments. Commissioner Fund said she would reach out to the Lodging Tax Advisory Committee members whose terms are expiring. Candace Hallom said she would reach out to PFD members about their interest in continuing to serve on that board. JP Anderson joined at 9:05 a.m. JP Anderson said Health received four applications for the vacant housing representative position. JP said he would draft a resolution to appoint one of the four applicants. JP and Candy left at 9:13 a.m. Lara McRea and Becky Butler reviewed year-to-date county expenditures. Commissioner Fund said the Lodging Tax Advisory Committee (LTAC) met Nov. 15. Commissioner Fund said no lodging tax applicants had applied for funding regarding the 40th anniversary of Mount St. Helens. She said the lodging tax members asked to earmark $19,000 to have Discover Lewis County to promote the anniversary and to ask the commissioners to direct DLC to do so. The commissioners approved the request. Commissioner Fund reviewed the LTAC members’ other recommendations. The commissioners directed Rieva Lester to draft letters and proposed agreements to the applicants reflecting the LTAC committee’s recommended allotments. Commissioner Jackson said Bill Fashing will meet with the commissioners Dec. 2 to present the Council of Government’s new interlocal agreement. Erik Martin left at 9:39 a.m. Commissioner Jackson discussed how to proceed with an evaluation of the County Manager. Commissioner Fund said she has asked Daleyn Coleman for the Washington Management Service evaluation. Erik returned at 9:42 a.m. Commissioner Stamper said he would follow up on Rep. Walsh’s suggestion that counties send letters to the Department of Natural Resources about the marbled murrelet. Lara reminded the group to register with PEBB for benefits. The group reviewed calendars. Commissioner Fund said Rep. Orcutt is looking into potential impacts of I-976. She said Tim Eyman has contacted her and asked that Lewis County direct its Prosecuting Attorney to join in the defense of the passage of I-976. Bob Guenther said the Department of Ecology wants to delist the Kalama Chemical Products brought into Lewis County through Fire Mountain Farms. Commissioner Stamper asked that the topic be added to the upcoming PA’s Update. Meeting ended at 9:54 a.m.
