2019-11-27 Budget UpdateBudget Update November 27, 2019 10:00 a.m. Present: Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Becky Butler, Arny Davis, Commissioner Fund (10:27 a.m. by phone) Recorder: Candace Hallom Arny Davis provided a revenue report and went over it with the BOCC. Arny provided information regarding Moody’s credit rating. Arny called Moody’s and their drop-dead date is December 20th. The county could have more time by submitting what we currently have or submitting an estimate. If Moody’s does not get anything then they will have to take action. Arny will send the email to Larry Grove. Commissioner Jackson would like a meeting with the Auditor and Treasurer to discuss further. Arny left the meeting at 10:15 a.m. Becky provided a draft resolution for Monday’s hearing and reviewed changes. The Board discussed the PILT Hearing. Becky and Commissioner Stamper discussed RAC funding. Becky discussed the structure of the budget hearing on Monday. Erik plans to discuss the use of the funds for public safety during Monday’s hearing. Becky has been watching sales tax. Becky asked if the Board would like to set aside funding for Capital Projects. Commissioner Stamper stated he would like to put some funding in but start at a lower rate. Commissioner Jackson agreed that he would like to start at the lower rate. Commissioner Fund joined via phone at 10:27 a.m. Commissioner Fund agreed to the lowest rate at 3.5% of the sales and use tax. Becky will add to the Resolution for Monday. Commissioner Fund left the meeting at 10:31 a.m. Becky discussed the LC Seniors Board and the Commissioners would like to have a representative as an ex officio on the Board. After LC Seniors discussion during the budget process, the BOCC would like to find ways to get the LC Senior Board self-sustaining. The Board discussed canceling the meeting with the PA next week. The Board thanked Becky for all her hard work. Becky will be working on recognition of the Citizen Budget Advisory Members at Monday’s BOCC meeting. Meeting ended at 10:47 a.m.
