Eric Eisenberg discussed a notice of hearing for proposed Ordinance 1313, which would make technical amendments to Ch. 3.55 of the Lewis County Code relating to the administration of the County Noxious Weed Assessment. Eric left at 9:05 a.m. Erik Martin discussed a notice of hearing to authorize closeout for a Community Development Block Grant with the State Department of Commerce for Vader-Enchanted Valley Water System Reservoir. Lee Napier discussed a resolution to adopt a Categorized Schedule of Fees effective January 1, 2020. Erik Martin discussed a resolution to approve the Solid Waste Management Waste Reduction and Recycling Education Agreement No. SWMWRRED-1921-LeCSWU-00024 with the Washington State Department of Ecology (Ecology). JP Anderson discussed a resolution to approve the Criminal Justice Treatment Account Work Plan between Lewis County and Health Care Authority. Erik Martin discussed a resolution to ratify a consultant supplement over $40,000 for an active Public Works project. Erik Martin discussed a resolution to initiate county road construction projects and assign County Road Project (CRP) numbers. Erik Martin discussed a resolution to give notice of Lewis County’s intent to accept surplus property from the Washington State Parks and Recreation Commission. Steve Wohld left at 9:15 a.m. Erik Martin and Becky Butler discussed a resolution approving an agreement between Lewis County and Washington State Office of Public Defense for Public Defense Improvement Funds. Andy Caldwell and Steve Mansfield discussed a hearing for a proposed ordinance to amend Ordinance 1239 relating to Emergency Management declaring the Board of County Commissioners as the political subdivision in charge of Emergency Management. Becky Butler discussed a hearing to set the Property Tax Budget and Levy for Current Expense and the Road Fund for 2020. Becky Butler discussed a hearing to adopt the Annual Budget of Lewis County for calendar year 2020. Commissioner Stamper made a motion to move three Notice items, two Consent items, seven Deliberation items and three Hearings to the Monday, Dec. 2, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Rieva Lester noted that Public Works plans to have a late addition regarding Debris Removal at the Transfer Station. Announcements Steve Walton said negotiations work continues. Becky Butler reminded the group of an upcoming budget amendment. Gary Fredricks discussed recent WSU Extension workshops. Daleyn Coleman joined at 9:33 a.m. Rieva Lester reminded the group that Angel Tree gift tags are available and that the county Christmas tree-decorating event is planned for Dec. 6.
